New Delhi:  It's almost certain now that Anna Hazare will end his fast this evening.  The 74-year-old activist is on the 12th day of his hunger strike.  A debate in parliament is expected to conclude with the acceptance of Anna's three demands for a new Lokpal or ombudsman committee in charge of investigating complaints against government servants.

Anna has said he will not end his fast till parliament passes a resolution accepting three must-have powers for the Lokpal.    The draft of this resolution - prepared by the government in collaboration with Anna's associates - includes these three demands.  Political parties are likely to accept them. BJP leaders in their speeches during the Lokpal debate have said they back these features.

Anna's trio of essentials include bringing all central government employees, including junior bureaucrats under the purview of the Lokpal.  He also wants the Lokpal model to be replicated in states.  Finally, he wants a citizen's charter to be displayed in all government departments.  This notice will list the duties of that department and provide for punishment for under-performance.

Our democracy is on trial

There is a movement going on in our country which has given us a clear message: people no longer willing to accept present status quo - that corruption in many areas has almost become a way of life.  People in higher position have a tendency to get away...there are cover-ups...where accountability norms are not very high and the average man has to confront corruption as a way of life.

We are not legislating, we are only deciding the parameters of the Lokpal and the areas which should come within scope and which should be kept outside.

We should have two guiding principles: The time has come to raise the bar of accountability in India. Routine structures have not responded to enormity of challenges. We should not have knee-jerk solution which are not consistent with our Constitution.

This is a historic debate.  How long it lasts is not important...we must conduct it courteously...if you don't like what I am saying, let your representatives respond...but let us show the country that its representatives can function well and healthy debate.

The Lokpal Bill has been placed in Parliament nine times.  Even we failed to get it passed twice when we were in power.

The timelines that Anna keeps giving...some people are offended that how can they dictate this...but think about this...for so many years, we have all failed to push it through.  I blame our party as well.  Every idea has a time.   I think we can deliver an effective Lokpal to the people.  I believe this because there is a huge national movement for it now.  Through his campaign, Anna has brought awareness of the Lokpal Bill to everyone.

People are unable to afford two meals a day.  But those in power are swindling crores. People ask why a government that keeps saying it wants to fight corruption...but the Lokpal Bill the government delivered...was weak.  That is why people have questioned your motives about how serious you are.  Your version of the Bill fuelled their anger.  The PM addressed us, but there were gaps in his speech. Anna has completed the 11th day of his hunger strike for the Lokpal Bill.  Thousands are joining him.

The PM said in his speech about Anna "I applaud you, I salute you."   He said we would move soon to introduce an effective Lokpal.  But the next day, the government was meant to introduce a resolution which would list the three non-negotiables listed by Anna.  We had some concerns, we met with Team Anna.  Both sides had some doubts, we came to an understanding.

New Delhi: As the Lok Sabha took up the debate on the Lokpal Bill on Saturday, Rashtriya Janata Dal (RJD) leader Lalu Prasad Yadav got up agitatedly and said that by debating the issue the House was bypassing Parliamentary Standing Committee which is looking into the anti-graft legislation.

"By allowing the house to debate the Lokpal bill directly is violating the rules," the RJD leader said soon after Finance Minister Pranab Mukherjee's speech.

"Whatever points the members have to make, can be presented to the standing committee," said the leader who is a member of the Parliamentary Standing Committee looking into the bill.

NEW DELHI: As Parliament hotly debated the Commonwealth Games scam and Sports Minister Ajay Maken’s ‘controversial’ suo motu statement, Prime Minister Manmohan Singh was curiously absent from both the Houses.

He was neither to be found in the Rajya Sabha of which he’s a member, nor could he be located in the Lok Sabha. It was left to the headless Congress members and breathless ministers to clash with the aggressive BJP leaders and to get the House adjourned repeatedly.

The cause of the debate - Maken’s suo motu in defence of Singh and his PMO, by shifting the blame on the NDA regime for Suresh Kalmadi’s appointment - could have been one of the reasons why he skipped the slugfest. But it raised quite a few eyebrows as the Congress president Sonia Gandhi too was away.

By keeping away from the Parliament, the Prime Minster cannot escape the complicity of aiding & abetting the mass-scale loot in the name of CWG Games!

A Lok Sabha discussion on Sports Minister Ajay Maken's statement regarding Commonwealth Games 2010 was marred by procedural wrangles, uproar and heated exchanges on Tuesday, finally leading to adjournment of the House for the day.

With the Left and the Bharatiya Janata Party taking the United Progressive Alliance government to task and targeting Prime Minister Manmohan Singh and Delhi Chief Minister Sheila Dikshit for the CWG mess, the solitary, spirited defence from the ruling coalition came from Manish Tewari of the Congress.

Though the Comptroller and Auditor-General's report on the CWG provided the staple for the discussion, it veered round to Congress MP Suresh Kalmadi, sacked Chairman of the Organising Committee (OC), now lodged in the Tihar jail, for his alleged involvement in the CWG scam.

Drowned in din

As the House was drowned in din in the evening with BJP members storming the well to protest the police lathi charge in the capital against their youth wing members, Mr. Maken's wait for his turn to reply to the discussion proved futile and the House was adjourned.

Quoting from The Hindu's report “BJP batted for Kalmadi,” Mr. Tewari said Mr. Kalmadi's name was proposed by BJP leader Vijay Kumar Malhotra. He gave a chronology of events, seeking to put the NDA in the dock for giving up arbitration rights to courts of England. He charged the BJP with pursuing a political agenda of trying to force the Delhi Chief Minister's resignation because their party's Chief Minister in Karnataka had to quit.

The CAG report on the Commonwealth Games mess led to a slugfest in the Lok Sabha on Tuesday with the Opposition alleging involvement of the PMO, Delhi Chief Minister Sheila Dikshit and the Congress casting doubts on the role and authority of the government auditor.

Who appointed Kalmadi?

A special discussion on the issue saw CPI (M) leader Basudeb Acharia also pinpointing the blame on the PMO and Ms. Dikshit, maintaining that they cannot go scot free.

Disputing the government’s claim that the appointment of Mr. Kalmadi as Chairman of the CWG Organising Committee was made during the NDA rule, Mr. Acharia wondered whether there was no way out for the UPA government to change the decision.

“If there was no way out except to make Kalmadi the Chairman of the Organising Committee (OC), then how come the Prime Minister also opined that Kalmadi be made the Chairman of the OC,” he posed.

Mr. Acharia questioned whether the appointment of Mr. Kalmadi was binding on the government.

Why is CAG looking into policy decisions?

The occasion was utilised by Manish Tewari (Congress) who opened the debate on behalf of the Congress to target the CAG questioning its right to go into the policy decisions of the government, including key appointments.

Why was the PM silent?

01) Mr. Yashwant Sinha in Lok Sabha and Mr. Arun Jaitley in Rajya Sabha have demolished the hitherto weak and specious defence of UPA Government absolving itself of any wrong-doing in CWG Scam called the National Loot of Thousands of Crores of tax payers money!

02) But, Dr. Manmohan Singh has become too thick-skinned that he no more is sensitive to the allegations of corruption!!

03)  He also wouldn't make Delhi Chief Minister, Sheila Dikshit who has been repeatedly indicted by Shunglu Committee and CAG, lest his own complicity in the largescale corruption in the name of conducting Common Wealth Games would be exposed!!!

The Commonwealth Games issue rocked Parliament for the second day on Tuesday as the Opposition National Democratic Alliance stalled the Question Hour in both the Houses and demanded resignation of Delhi Chief Minister Sheila Dikshit in the wake the Comptroller and Auditor General of India observations against her.

In the Lok Sabha, the Bharatiya Janata Party and Shiv Sena members trooped into the well raising slogans against Ms. Dikshit, soon after Speaker Meira Kumar finished references to the nuclear attacks on Hiroshima and Nagasaki.

Opposition members raised slogans Abtoh yeh spasht hai, Sheila Dikshit bhrasht hai (now it is clear, Sheila Dikshit is corrupt) in both the Lok Sabha and the Rajya Sabha.

Amid the din, the Samajwadi Party members rushed to the well in the Lok Sabha and raised the issue of fake encounters in Uttar Pradesh.

Parliamentary Affairs Minister P.K. Bansal was heard saying that if this was the stand of the Opposition the House should be adjourned for the day.

New Delhi:  An uproar in both the Lok and Rajya Sabha had caused both Houses to be adjourned today. But while the Lok Sabha remains adjourned, normal service resumed in the Rajya Sabha, post-noon.

The BJP continued their attack on the Congress over Union Sports Minister Ajay Maken's statement last week. Mr Maken had then said that Kalmadi - who is now in prison for charges of corruption during the Commonwealth Games - had been appointed to be in charge of the Games during the NDA regime.

Leader of the Opposition in the Rajya Sabha, Arun Jaitley, countered Maken's statement saying it was ridiculous for the Congress to blame the BJP for Kalmadi's appointment. He added that there was an attempt by the Congress to hide all facts relating the Games. '' The Commonwealth Games was a monumental deception. If heads are to roll then it must be heads of this government.''

Faced with a ticklish situation, the government on Friday threw the ball in the court of the political parties in Andhra Pradesh for a decision on the issue of separate state of Telangana.

Responding to a Calling Attention Motion on the Telangana issue, Home Minister P Chidambaram told the Lok Sabha that as many as four political parties of Andhra Pradesh out of eight have not yet “made up their mind” on Telangana.

Three parties — TRS, BJP and CPI — favoured carving out of the new state while CPI (M) is opposed to the idea, he said.

The parties which have not made up their mind are the ruling Congress, TDP, YSR Congress and MIM.

“Kindly make up your mind fast,” Mr. Chidambaram asked the four parties which are undecided.
