CWG SCAM: CBI forms SIT to look into CAG report on CWG!

New Delhi: The CBI has formed a Special Investigating Team (SIT) to study the Comptroller and Auditor General's report on Commonwealth games and to see whether any fresh case could be registered.

The SIT, headed by a Joint Director, will also collaborate with other investigating agencies like the Income Tax and Enforcement Directorate, CBI sources said.

The SIT would be recommending whether any fresh case is possible apart from 14 regular cases and three Preliminary Enquiries, which have been registered by the agency on recommendations of the Central Vigilance Commission.

The CAG has been critical of Sheila Dikshit Government on import of street lights at higher price and claimed that due to "active involvement of the Delhi Chief Minister", exchequer suffered a loss of nearly Rs 31 crore.

It also claimed to have found irregularities in the award of contract to Emaar MGF for construction of the CWG residential complex.

The renovation and restoration project of Connaught Place witnessed a nine-fold increase in cost from the estimated Rs 76 crore to Rs 671 crore.

Streetscaping and beautification works were awarded and executed in an arbitrary manner with wasteful expenditure of Rs 101 crore, the report said.

New Delhi: Two days after the CBI filed FIR against the Emaar MGF properties in Delhi and Hyderabad, the Delhi Development Authority (DDA) has sealed two buildings at the Commonwealth Games village in the capital.

The DDA said Emaar MGF broke building rules during constructions.

The action comes after the CAG report on the Commonwealth Games charged DDA for favouring Emaar-MGF, an allegation the organisation has denied.
According to the Shunglu panel report, the total loss to the exchequer because of corruption and delays was Rs 220 crore. Emaar MGF, the developers of the games village, indicted for causing loss to the exchequer.

The company sold 333 flats at a higher price. The overall price was hiked from Rs 134 crore to 222 crore.
Unauthorised payments made to Emaar MGF, contrary to project development agreement, to the tune of Rs 64 crore, said the report.

While non-levying of liquidation damages leads to a loss of 81.45 crore, carriage cost of unsold apartments was estimated at Rs 35 crore to Rs 40 crore per annum.
The report also fixed the responsibility on lieutenant Governor Tejinder Khanna, ex-officio chairman of DDA; Ashok Kumar, vice chairman, DDA;  Nand lal, Member Finance; AK Bajaj, former member, engineering and M Ramachandran, former secretary, Urban Development who played a key role in determining bail out package for Emaar MGF.

The report also recommended the Government to take action against all public servants named and involved.

New Delhi:  Just how Suresh Kalmadi became the man in charge of organising the Commonwealth Games in India has become India's latest whodunit. It now appears that the Chairman of the Organising Committee (OC) of the Commonwealth Games, Suresh Kalmadi had allegedly forged documents to get his office.

Documents, now in NDTV's possession, show that not only did Mr Kalmadi manipulate documents to become the OC chairman, he also managed to get large payments cleared. For instance, during the NDA regime in 2003, Mr Kalmadi spent Rs. 32 crore as gifts to foreign sports federations. When confronted by the then Sports Minister Vikram Verma, Mr Kalmadi allegedly claimed it has been cleared by the then Prime Minister, Atal Behari Vajpayee.

Mr Kalmadi says the Prime Minister cleared the payment on phone. Mr Verma says such claims are completely incorrect.

As Chairman of the OC, Mr Kalmadi led a team of men whose biggest trademark became bare-faced corruption. He was arrested in April.

NDTV has found that a report by the government's auditor blames the Prime Minister's Office for Mr Kalmadi's elevation to head of the committee that stole crores from the country. "In our opinion, the decision of the PMO for appointing Suresh Kalmadi as Chairman of the OC facilitated the conversion of the originally envisaged government-owned OC into a body effectively outside the government control," writes the Comptroller and Auditor General.

A Lok Sabha discussion on Sports Minister Ajay Maken's statement regarding Commonwealth Games 2010 was marred by procedural wrangles, uproar and heated exchanges on Tuesday, finally leading to adjournment of the House for the day.

With the Left and the Bharatiya Janata Party taking the United Progressive Alliance government to task and targeting Prime Minister Manmohan Singh and Delhi Chief Minister Sheila Dikshit for the CWG mess, the solitary, spirited defence from the ruling coalition came from Manish Tewari of the Congress.

Though the Comptroller and Auditor-General's report on the CWG provided the staple for the discussion, it veered round to Congress MP Suresh Kalmadi, sacked Chairman of the Organising Committee (OC), now lodged in the Tihar jail, for his alleged involvement in the CWG scam.

Drowned in din

As the House was drowned in din in the evening with BJP members storming the well to protest the police lathi charge in the capital against their youth wing members, Mr. Maken's wait for his turn to reply to the discussion proved futile and the House was adjourned.

Quoting from The Hindu's report “BJP batted for Kalmadi,” Mr. Tewari said Mr. Kalmadi's name was proposed by BJP leader Vijay Kumar Malhotra. He gave a chronology of events, seeking to put the NDA in the dock for giving up arbitration rights to courts of England. He charged the BJP with pursuing a political agenda of trying to force the Delhi Chief Minister's resignation because their party's Chief Minister in Karnataka had to quit.

BJP on Tuesday attacked Prime Minister Manmohan Singh for appointment of disgraced Suresh Kalmadi as Chairman of the CWG Organising Committee and charged Sports Minister Ajay Maken with committing “monumental deception” on Parliament.

Initiating a short duration discussion on Mr. Maken’s statement on August 3 regarding the CWG, Leader of the Opposition in Rajya Sabha Arun Jaitley said Prime Minister Manmohan Singh overruled objections by the Sports Ministry and his own office and favoured Mr. Kalmadi’s appointment as OC Chairman.

Demanding that all documents and files in this regard be brought before the House, Mr. Jaitley said while the effort was to stop the buck at Mr. Kalmadi, responsibility lies both with the Central and [Delhi] governments... none of them should be spared.”

He also said if “heads are to roll”, heads of the Delhi government and the Centre must also roll.

Mr. Jaitley said Mr. Maken is giving an impression as if the hands of the UPA were tied in the OC chief’s appointment because of the Host City Contract signed during the NDA regime.

Complimenting former Sports Minister M.S. Gill, Jaitley said, “Former ministers are the best witnesses. House has to take extraordinary steps...all files and documents which have been withheld should be summoned and inspected in the House.”

He said former sports ministers acted as whistle blowers.

01)  NDA has left the power some Seven Years ago;

02)  To accuse NDA of appointing Suresh Kalmadi as the Chairman of the 'Organising Committee' of "Common Wealth Games" is absolutely based on white lies, as this committee came into existence only after UPA assumed power at the Centre;

03)  To divert the attention of the public of the ongoing CBI enquiry and the two independent indictments of Shunglu Committee and CAG, UPA leadership is indulging in all sorts of canards;

04)  It doesn't matter who appointed Suresh Kalmadi, what matters most is that during the UPA Governing Period, Suresh Kalmadi, Sheila Dikshit and others with the active connivance of the PMO have looted the nation's exchequer to the tune of Thousands of Crores of the tax payers money;

05)  To assume that they can get away with this kind of untenable stories is to assume that the Indian Citizens are ignorant and gullible!

06) Its high time the UPA Government comes out clean and punish those who are guilty!!

07) Or else, the Courts will do it for them!!!

New Delhi:  There is war over the Commonwealth Games and the report of the government's auditor on it. In Parliament, where heated words were exchanged between the Opposition and the Treasury benches in the Rajya Sabha on Tuesday with the Bharatiya Janata Party (BJP) shouting slogans against Congress president Sonia Gandhi alleging that she had a role in appointing Suresh Kalmadi as chief of the Commonwealth Games organising committee.


And outside Parliament, at Jantar Mantar, where the BJP's youth workers clashed with the police. The BJP workers jumped a barricade to proceed towards Parliament House. The police struggled to bring the crowd under control using a lathicharge, water cannons and tear gas shells. The protestors threw what they could find back at the police. Both Houses of Parliament saw angry and noisy protests from the Congress when the BJP named Mrs. Gandhi. The furore - during a debate on Sports Minister Ajay Maken's statement that the BJP-led National Democratic Alliance government was responsible for the appointment of Mr Kalmadi - forced repeated adjournment of the Upper House for a while. A BJP MP made a derogatory remark and the Congress was up in arms demanding an apology. The MP had to apologise.

The Commonwealth Games issue rocked Parliament for the second day on Tuesday as the Opposition National Democratic Alliance stalled the Question Hour in both the Houses and demanded resignation of Delhi Chief Minister Sheila Dikshit in the wake the Comptroller and Auditor General of India observations against her.

In the Lok Sabha, the Bharatiya Janata Party and Shiv Sena members trooped into the well raising slogans against Ms. Dikshit, soon after Speaker Meira Kumar finished references to the nuclear attacks on Hiroshima and Nagasaki.

Opposition members raised slogans Abtoh yeh spasht hai, Sheila Dikshit bhrasht hai (now it is clear, Sheila Dikshit is corrupt) in both the Lok Sabha and the Rajya Sabha.

Amid the din, the Samajwadi Party members rushed to the well in the Lok Sabha and raised the issue of fake encounters in Uttar Pradesh.

Parliamentary Affairs Minister P.K. Bansal was heard saying that if this was the stand of the Opposition the House should be adjourned for the day.

New Delhi:  An uproar in both the Lok and Rajya Sabha had caused both Houses to be adjourned today. But while the Lok Sabha remains adjourned, normal service resumed in the Rajya Sabha, post-noon.

The BJP continued their attack on the Congress over Union Sports Minister Ajay Maken's statement last week. Mr Maken had then said that Kalmadi - who is now in prison for charges of corruption during the Commonwealth Games - had been appointed to be in charge of the Games during the NDA regime.

Leader of the Opposition in the Rajya Sabha, Arun Jaitley, countered Maken's statement saying it was ridiculous for the Congress to blame the BJP for Kalmadi's appointment. He added that there was an attempt by the Congress to hide all facts relating the Games. '' The Commonwealth Games was a monumental deception. If heads are to roll then it must be heads of this government.''

Things as simple as charging different prices for the same item in different clusters of delivery caused a loss of nearly Rs.11.06 crore during the Commonwealth Games, the Comptroller and Auditor General of India (CAG) said in its 743-page report - spread over 33 chapters.

The report also claims that the CWG budget saw a massive increase since India submitted its bid in 2003. In the May of 2003, an estimate of Rs.296 crore was laid out but when the spectacle was held on August, 2010, it cost the nation a staggering Rs.28, 054 crore.
And everything from potted plants to medical equipment is alleged to have gone through twisted pricing methods.
Treadmill prices that'll make you sweat
Calling it a bizarre case, the CAG observed that one of the vendors, Pico-Deepali offered different rates for the same item.
Citing some examples, it showed the price of first-aid kit varying between Rs.4, 741 to Rs.3, 934; tissue paper varying between Rs.1, 580 to Rs.1, 314; while a water dispenser's price varied between Rs.11, 852, and Rs.9, 855.
A six-by-six solid garbage container's minimum price was Rs.91, 976 and the maximum was Rs.1, 16, 446. Price of a treadmill varied from Rs.5, 35, 654 to Rs.4, 59, 879, and same was the case with other physical fitness equipment.
Ten times more than the price
Moreover, the prices paid for several items were almost double their price declared at the customs at the time of import.
That wasted money hasn't gone in flames but went into the pockets of the corrupt Nethas, Babus, Petty Traders and middlemen and every Rupee must be recovered from them!

Bharatiya Janata Party president Nitin Gadkari on Saturday demanded the immediate resignation of Delhi Chief Minister Sheila Dikshit in the wake of the indictment of her government by the Comptroller and Auditor-General for irregularities in the Commonwealth Games.

The BJP president said Ms. Dikshit had no right to continue in office as the CAG raised serious irregularities in the award of contracts, supply of inferior equipment, delay in awarding of contracts, leading to cost escalation, etc.

Mr. Gadkari alleged that the Congress, which was very vocal in demanding the resignation of B.S. Yeddyurappa as Chief Minister in the wake of the Karnataka Lokayukta's report on ire ore mining, was now trying to save Ms. Dikshit. “This has exposed the Congress double standards,” he told journalists here.


No, its multiple standards, one for Kanimozhi, one for Suresh Kalmadi, one for B.S. Yediyurappa, one for Ashok Chavan, et al and one for especially Sheila Dikshit.

The Central Bureau of Investigation (CBI) on Friday said that it was studying the report of the Comptroller and Auditor- General of India (CAG) on alleged irregularities in Commonwealth Games projects tabled in Parliament.


Well placed CBI sources said the agency would study the report and find out if it pointed towards any “wrong doing or conspiracy” to accrue wrongful gains and loss to public exchequer.

01) To the best of my knowledge, CBI has never took initiative on any Scam Report, without specific instructions either from Government or Courts!

02) In this case the UPA Government has already taken its stand that Sheila Dikshit is incapable of committing any irregularities, unlike B.S. Yediyurappa!!

03) The only hope, we now have, is the intervention of the Courts!!!
