All-party meet for new Lokpal draft, urges end to Anna’s fast!

Appealing to Anna Hazare to end his nine-day old fast, an all-party meeting presided over by Prime Minister Manmohan Singh here on Wednesday sought to assure the anti-corruption crusader that “due consideration” would be given to his Jan Lokpal Bill “so that the Final Draft of the Lokpal Bill provides for a strong and effective Lokpal which is supported by a broad national consensus”.

However, the carefully worded resolution avoided any reference to timelines or procedures – two metrics that Team Anna has considered crucial in its drive to enact the Jan Lokpal draft within the current session of Parliament.

Dr. Singh’s initiative to take political parties on board came amid growing concerns over the 74-year-old social activist’s health condition and the growing support for his protest.

In the meeting, the majority of opposition leaders called for the withdrawal of the official Lokpal bill introduced in the Lok Sabha, a demand the Congress and its allies rejected.

As a compromise, the all-party resolution referred to the 'Final Draft' of the bill, a phrase which emerged after Union Finance Minister Pranab Mukherjee went into a huddle with BJP leaders L.K. Advani, Sushma Swaraj and Arun Jaitley. Though the phrase leaves little scope for ambiguity that the Bill in its present form is inadequate, there is no clarity yet as to how exactly the Government would put in place a bill which would satisfy all quarters within and outside the Parliament.

The UPA can draw solace from three broad strands that emerged in the course of the all-party deliberations. These are that no party backed the Team Anna bill in its present form, the collective emphasis all parties placed on the supremacy of Parliament and the legislative process and the shared concern over coercive methods.

The Prime Minister set the tone in his opening remarks by pointing out that the “recent developments have raised issues, related to the functioning of our Parliamentary democracy, that concern all of us” and said that against this backdrop he deemed it necessary to seek the guidance of party leaders on the way forward.

New Delhi: Following is the text of the Prime Minister Dr Manmohan Singh's opening remarks at the All Party Meeting on Lokpal Bill:

"I welcome you all to this All Party Meeting on the Lokpal Bill, which is before the Standing Committee. In our last meeting on July 3, we all had agreed that we must enact a strong Lokpal Bill which can deal with the menace of corruption. During the meeting, two Lokpal Bills, one prepared by the official members of the Joint Drafting Committee, and the other, the Jan Lokpal Bill, were presented before you. The consensus that emerged was that the Government should bring a strong and effective Lokpal Bill in the coming Session of the Parliament for enactment by following the established legislative procedure.

The Government had accordingly prepared a Bill and introduced it in the Lok Sabha on 4 August, 2011. The Bill was referred to the Standing Committee on Personnel, Public Grievances, Law and Justice and it is being discussed in that Committee.

Meanwhile, Shri Anna Hazareji and his colleagues have continued to maintain their stand in support of the Jan Lokpal Bill. Shri Anna Hazareji went on fast at the Ramlila Maidan from 16 August to press for their demands.

I have personally stated the Government’s position in public on more than one occasion. We want a strong and effective Lokpal Bill. Accordingly, we would like the Standing Committee to consider all points of view to evolve a broad based national consensus to create a strong institution of the Lokpal.

New Delhi:  Wednesday morning brought hope of a breakthrough, but the Team-Anna-Government talks on Lokpal seem to have hit a roadblock. Talks are stuck on a few points that neither side wants to relent on - among them that the Lokpal should cover junior bureaucrats and that the new anti-corruption law should cover both the Centre and the states.

Sources say Law Minister Salman Khurshid is taking a new draft of the Lokpal Bill to Finance Minister Pranab Mukherjee, who was assigned the task of handling talks with Team Anna by the Prime Minister yesterday. This new draft, the result of several rounds of discussions between the Law Minister and other government representatives and Anna's aides - Arvind Kejriwal, Prashant Bhushan and Kiran Bedi - could also be circulated at an all-party meeting at 3.30 pm today, as the government tries to build political consensus on the Lokpal issue.  

Kiran Bedi, who has been tweeting updates on her team's talks with the government, said in her latest tweet, "Meeting over 3 sticking issues of lokayut and others held. Discussions continue. But we r running out of time Today is vital. (sic)" The third round of discussions will be held after lunch. 

The government's priority right now is to get Anna Hazare to break his nine-day-old fast and then it will look to buy time to negotiate on sticking points. "There can be convergence," Mr Khurshid said of the government's Lokpal Bill versus the activists' draft.  "But convergence cannot happen the instant talks begin...it takes time." He also said that both sides must focus first on convincing Anna to end his fast, given his fragile health.  

Mr Hazare's doctors said the 74-year-old activist slept through the night which has helped improve his condition. He appeared on stage a little after 11 am and slammed the government for lacking the will to introduce a tough new Lokpal Bill to paralyze corruption among public servants.

As Anna Hazare's fast enters the eighth day, the government seeks wider political consensus over some of the demands put forth by Team Hazare.

Amid the standoff with Team Anna over the Lokpal Bill, government has convened an all-party meeting for Wednesday to discuss the issue.

Leaders of all political parties have been invited to attend the meet scheduled for 3.30 pm on Wednesday.
Sources said the government is of the view that some of the demands put forth by Mr. Hazare and his associates require a wider political consensus before a decision could be taken.

In a related development, Prime Minister Manmohan Singh today held a detailed meeting with Chairman of the Parliamentary Standing Committee, Abhishek Manu Singhvi, looking into the Lokpal Bill.

The all-party meeting on the Lokpal Bill, after the three-hour confabulations at the Prime Minister Dr Manmohan Singh's residence, passed a resolution, saying: “The Government should bring before the next session of Parliament a strong and effective Lokpal Bill following the established procedures.”
Earlier, the Prime Minister affirmed his commitment to the enactment of the Lokpal Bill, which seeks to check corruption in high places. He also indicated the Bill could be brought before Parliament in the coming monsoon session.
The Prime Minister said, “We, in government, are committed to the enactment of a Lokpal Act, which provides for a strong, effective and quick institutional arrangement for tackling corruption in high places.”
However, he added that it was important that such an institutional arrangement enjoys the support of “as large a section of people as possible and that there is the widest possible consensus regarding the Bill”.

New Delhi:  The making of the Lokpal Bill has seen a series of unsuccessful meetings between the government representatives and civil society members of the drafting panel. Today, the stage is set for a showdown between the government and the Opposition parties at the all-party meeting on the bill which has begun at the Prime Minister's residence.

Here are the opening remarks by Prime Minister Manmohan Singh:

I welcome all of you to this All Party meeting on the Lokpal bill.  I am grateful to you for having found the time to participate in this important meeting.

The enactment of a strong Lokpal bill has attracted a lot of attention during the past few months.  As you know, we constituted a joint drafting committee consisting of five Union Ministers and five nominees of Shri Anna Hazare including himself.  The committee had nine meetings.  While considerable progress was achieved in evolving a consensus on many issues, a few important issues remain on which there is a divergence in our views and those of the nominees of Shri Anna Hazare. The papers circulated to you bring out these issues   and my senior colleague  Shri Pranab Mukherjee will elaborate on them as we go along.


There is no doubt that corruption is a major issue today. It is not that we do not have legal and institutional arrangements in place to tackle corruption. In fact, we have a number of laws, like the Prevention of Corruption Act, the Prevention of Money Laundering Act, the Central Vigilance Commission Act, the Right to Information Act etc. which empower citizens to have access to information and which provide for stringent action against delinquents.  However, there is a feeling that the institutional arrangements in place are not strong enough to ensure that the guilty, especially those occupying high positions, are brought to book swiftly and given deterrent punishment.


Hope all parties would come out of this meet with a consensus, on a workable Lok Pal!

New Delhi:  The making of the Lokpal Bill has seen a series of unsuccessful meetings between the government representatives and civil society members of the drafting panel.

Today, the stage is set for a showdown between the government and the Opposition parties at the all-party meeting on the bill to be held at the Prime Minister's residence.

The objective of the meeting is to evolve a consensus on the bill, something that the drafting panel has failed to achieve.

The bill is intended to help rout corruption among politicians and bureaucrats. Five ministers and five activists led by Gandhian Anna Hazare were assigned to draft the Bill. But so dramatic were the differences between the two sides that India now has two drafts of the same Bill.


Both the sides have had eight rounds of meeting so far. The key sticking points are the inclusion of the Prime Minister and the higher judiciary under the ambit of the bill, something that Team Anna has been demanding from the very beginning.

The all-party meeting will discuss both the bills.

Apart from Anna Hazare and his team of activists, the meeting will be attended by parties across the political spectrum. BJP and the Left have confirmed their participation. Janata Dal (United) (JD-U), Shiromani Akali Dal (SAD), Dravida Munnetra Kazhagam (DMK), All India Anna Dravida Munnetra Kazagham (AIADMK), Nationalist Congress Party (NCP), Trinamool Congress, Janata Dal (Secular) (JD-S), Rashtriya Janata Dal (RJD), Telangana Rashtra Samiti (TRS), and Rashtriya Lok Dal (RLD) will also attend the meeting. Lets home that this crucial meet arrive at consensus draft that could finally be adapted by the Parliament!  

Justice Santosh Hedge also supported Lok Pal without higher judiciary and the PM to be under its purview, to start with!!

I too, firmly, believe that a Lok Pal should be brought in place and the same can be improvised upon, in due course, based on its utility!!!

With the issue of bringing Prime Minister within the ambit of the Lokpal remaining a ticklish affair, Government is expected to soon call an all-party meeting to seek views across the political spectrum.
This became clear today after a meeting of Prime Minister Manmohan Singh and Congress President Sonia Gandhi had with top party leaders favouring such parleys against the backdrop of widening differences between the government and the civil society representatives led by Anna Hazare on the issue.
Grappling with the issue and other sensitive matters like Telangana, the Congress Core Group headed by Gandhi met for today, the second meeting coming just after its two-hour long deliberations last night. Today's meeting also discussed Telangana problem.

While it is never too late to do the right thing, UPA has put the cart before the horse, literally, by constituting the Joint-Draft Committee on Lokpal, before the all party meet!

To eliminate any further discontentment, from any other pressure groups, a broad based public consultation too is essential before an acceptable Lokpal Bill is introduced in Parliament!!

Once, in place as we gain experience of it, further improvisations can be done through amendments!!!
