(CNN) - Rebel leaders said early Monday that they had captured three of embattled Libyan leader Moammar Gadhafi's sons -- Saif al-Islam, Saadi and Mohammed - during their siege of Tripoli.



"As for the other four sons, we think they are either hiding or they have run away," said Guma El-Gamaty, the Britain-based coordinator for Libya's Transitional National Council.





The latest arrest was that of Mohammad Gadhafi, whom the rebels claimed was being confined to his house.


"I'm being attacked right now. This is gunfire inside my house. They are inside my house," a man who identified himself as Mohammed Gadhafi told Al Jazeera in a phone call.


A barrage of gunfire was then heard and the phone cut off.


  


Later, the head of the Transitional National Council told the station that Mohammed Gadhafi was not harmed.

Earlier, rebel leaders said they captured Saif al-Islam Gadhafi, a top official in his father's regime. Another of Gadhafi's sons, Saadi Gadhafi, was also in custody, the rebels announced.



The International Criminal Court says it plans to negotiate the transfer of Saif Gadhafi who - along with his father - is wanted for crimes against humanity in connection with their attempts to put down the emerging revolt against Gadhafi's four-decade rule in February.

The court, based in The Hague, Netherlands, issued a similar warrant for Abdullah al-Sanussi, the elder Gadhafi's brother-in-law and Libya's intelligence chief.

An imprisoned Libyan army colonel who surrendered to the rebel forces two months ago said on Saturday that Muammar Gaddafi's regime is riven with division and in the process of collapse.
Speaking from a prisoner of war camp in the rebel enclave of Misrata, Colonel Wissam Miland said Gaddafi's military hangs together through coercion and mercenary-enforced martial law, but that infighting is rife.
"I think it will soon collapse," he said, offering a rare glimpse inside Gaddafi's three-pronged loyalist force, made of up army regulars, militia fighters and mercenaries.
"Among the militias, the Libyan soldiers were starting to fight with the foreign mercenaries, there are many problems," he said in an interview.
The prospect of mounting divisions among Gaddafi's fighters will be an encouraging sign for many NATO countries, which have warned that there can be no clear-cut military solution to Libya's nearly six-month-old civil war.
Since the beginning of the revolt, the alliance -- along with Libya's rebels -- has used sanctions, diplomacy and brute force to try to cleave off parts of Gaddafi's inner circle in the hope of hitting the regime's tipping point.
The prospect that Gaddafi's use of foreign mercenaries may be backfiring will also offer hope that the once oil-rich regime could be running out of options.
While it has long been known that Gaddafi has used paid fighters from Chad, Niger, Mauritania and other Sahel nations, their exact role has not always been clear.
"Within my unit there were a lot of mercenaries," Miland said. "But they are not fighting with the army -- they surround the army. They don't let anyone fall back. If you retreat, they will kill you."
But, Miland warned, Gaddafi is also successfully using economic, social and political levers to sustain his regime.
"Most of the soldiers are illiterate, they are just trained very hard and they are told that Gaddafi is the most important person in the world -- 'Your life depends on Gaddafi, if Gaddafi loses, you lose'," he said.

Pakistan has reportedly decided not to take up an Indian offer to supply electricity because of strategic reasons, with officials claiming such a move could give ‘legitimacy’ to disputed power projects in Jammu and Kashmir.
The Senate or upper house of parliament was informed on Friday by Power Minister Syed Naveed Qamar that his ministry was considering the Indian offer to sell electricity. In a written reply, he said the government is trying to determine if the proposal is feasible.
However, the ‘Dawn’ newspaper quoted its sources as saying that officials had already decided not to proceed with the offer ‘because doing so could lend legitimacy to the Indian power projects’ in Jammu and Kashmir.
"Pakistan has already filed appeals against the Kishanganga hydropower project in the Court of Arbitration at The Hague," said an unnamed official of the power ministry.
The next hearing is expected to be held in the first week of August. "India has massive electricity shortages but they want to sell some power to Pakistan. This will strengthen their claims in the court that they are producing cheap electricity and sharing the gains with Pakistan," the official claimed.

With Gen Ashfaq Parvez Kayani facing strident criticism following the unilateral American raid that killed Osama bin Laden, the US is keeping a close tab on the "ultimate fate" of Pakistan's powerful army chief.
Criticism of Kayani inside Pakistan had grown in recent months as he became close to the Obama administration and Pentagon. But in the wake of the bin Laden raid, the criticism has increased from an officer corps furious that US troops invaded Pakistan's territory without the Pakistani military, and especially Kayani, being consulted, CNN reported today.
Kayani "is facing more vocal and strident criticism than he has in the past," a senior US military official was quoted as saying by the network on its website. "We really think he is coming under increased scrutiny by junior and mid-grade officers."

In a candid conversation with the American Political Officer in February 2008, DMK Member of Parliament Dayanidhi Maran spoke of corruption in his party and the increasing anti-incumbency factor in Tamil Nadu.

Consul General David T. Hopper, in a cable dated February 23, 2008 accessed by The Hinduthrough WikiLeaks [142702: confidential], informed the U.S. State Department that Mr. Maran predicted that in Tamil Nadu the Dravida Munnetra Kazhagam and its partners “would lose about half of their [Lok Sabha] seats if things continue as they are.” Further, “talking about the increasing anti-incumbency factor in the state, Maran alluded to the general impression that the DMK is especially corrupt, saying ‘when people get into power they lose concentration and start focusing on making money.'”

There can't be better authority on this subject, as he has been too close to the powers that be, for too long!
