Chandigarh: Punjab Lokpal on Monday ordered an inquiry into complaint on 'illegal occupation' of prime government land in Kapurthala district by former SGPC chief Jagir Kaur at the alleged behest of Chief Minister Parkash Singh Badal.

Lokpal Justice (Retd) DS Dhaliwal directed that an inquiry officer of the rank of IG should submit a report within a month's time, officials said.

Complainant George Shubh, of Kapurthala district, had recently filed a petition before the Lokpal alleging that 12 acres of prime government land of Nagar Panchayat, Begowal estimated to have a market price of Rs 100 crore had been illegally occupied by Kaur, who is also chairperson of Kapurthala District Planning Board.

The Lokpal has recorded the statement of the complainant while ordering the inquiry.

The complainant had also alleged that Kaur had the backing of Badal on the issue.

Resignation will have no bearing on removal proceedings: forum.

To ascertain what would be the effect of Justice P.D. Dinakaran's resignation from the office of the Chief Justice of Sikkim, on his removal proceedings, the three-member probe panel headed by Supreme Court Judge Aftab Alam on Friday sought his response by September 10.

The committee which also includes Chief Justice of Karnataka J.S. Khehar and Prof. Mohan Gopal decided to hear Justice Dinakaran before finalising its decision.

Sources told The Hindu that since the question before the committee was unprecedented and raised constitutional and legal issues of grave importance, the assistance of Attorney General G.E. Vahanvati had also been sought on that day. Rajya Sabha Chairman and Vice President Hamid Ansari had also been informed of this, sources said.

Earlier advocate R. Vaigai, convener of the Chennai-based Forum for Judicial Accountability had written a letter to the committee maintaining that the removal proceedings would not abate, notwithstanding the resignation of Justice Dinakaran submitted to President Pratibha Patil on July 29. Justice Dinakaran had also sought permission to take back his resignation.

The forum said the purpose of the impeachment process was not merely removal from office, but a more substantial one, viz. of ensuring accountability to the people whose trust was alleged to be breached and “whose confidence in the judiciary needs to be reinforced.”

Palmolein case: Court orders probe into Kerala Chief Minister Oommen Chandy's role!

Thiruvananthapuram:  In a setback to Kerala Chief Minister Oommen Chandy, a special court in Thiruvananthapuram has asked the prosecution to probe his role in the Palmolein import scam of 1992.

Passing the order, Special Vigilance Judge S Jagadeesh, rejected the report filed by investigators in April last stating there was no need for further probe to add any more person to the list of the accused.

The judge asked the Vigilance and Anti-Corruption Bureau to submit the probe report within three months.

The Chief Minister's spokesman said Mr Chandy would react to the court order after examining it closely.

The Chief Minister has, meanwhile, "welcomed any probe" into the matter and said he will fight it "legally and morally". His party, the Congress, too has backed Mr Chandy saying there is no question of the Chief Minister's resignation as the court has not made him an accused in Palmolein case.

GUJARAT RIOTS: Probe Details were leaked: Sanjeev Bhatt!

IPS officer Sanjeev Bhatt, who has accused Gujarat Chief Minister Narendra Modi of misusing state machinery during 2002 post-Godhra riots, has alleged that SIT probe details on riot cases were leaked to a top law officer of the State government.

Mr. Bhatt, in his 19-page supplementary affidavit filed before the Supreme Court last week, alleged that someone from within the Special Investigation Team (SIT) was leaking sensitive and confidential details related to investigations conducted by it to Additional Advocate General Tushar Mehta.

Mr. Bhatt, an Inspector General-rank officer, alleged in the affidavit that he had seen e-mails from the SIT probing the riots cases in the personal mail account of Mehta.

Mr. Mehta on his part lodged a complaint with the State cyber cell accusing Mr. Bhatt of hacking his e-mails, police said.

“A case has been registered against IPS officer Sanjeev Bhatt after a complaint was lodged against him by the Additional Advocate General of Gujarat High Court accusing him of hacking his e-mails,” Joint Commissioner of Police of Sector-I Ajay Tomar said.

“An FIR has been registered (under the Information Technology Act-2008) at the Vastrapur police station, and investigations are underway,” another police official said.

Incidentally, Mr. Bhatt and Mr. Mehta have been family friends since long.

To describe the Delhi police's investigation into the 2008 cash-for-votes scandal as a tardy probe is much too flattering. The sorry truth is that the police have done next to nothing to show they are serious about making progress in the case, a level of inaction that smacks of the bad old political cover-up. If they seem to have been finally pressed into some action, it is thanks to the stinging rebuke delivered by the Supreme Court about the “inefficient and directionless probe” in this case. The scandal revolves round the charge that the United Progressive Alliance government, in its previous term, bribed opposition MPs to vote in its favour in a floor test that followed the withdrawal of Left support. But it will need a lot more than the arrest of Sanjeev Saxena, a close aide of former Samajwadi MP Amar Singh, and Suhail Hindustani, who allegedly liaised the attempt to buy the votes of three BJP MPs, and the move to question Mr. Amar Singh to convince the public that justice is sought to be done.

The Supreme Court on Tuesday dismissed Sikkim High Court Chief Justice P. D. Dinakaran’s plea for restraining the Campaign for Judicial Accountability (CJA) from participating in the inquiry by a Rajya Sabha-appointed panel into his alleged corrupt practices and misconduct.

“The petition is dismissed,” a bench of Justices G. S. Singhvi and C. K. Prasad said in a terse order after hearing Mr. Dinakaran’s counsel for over half an hour at a special hearing.

Senior counsel Amarender Sharan and Ashok Bhan, appearing for Mr. Dinakaran, submitted before the bench that the CJA had no locus standi and should not be allowed to lead evidence or participate in the inquiry.

The counsel cited two apex court judgements to claim that third parties have no right of participation nor shall they be allowed to participate in impeachment proceedings.

The CJA had been in the forefront seeking removal of Mr. Dinakaran for his alleged corrupt practices.

Mumbai: Investigations into the July 13 Mumbai blasts have spread to several states in India and are fast becoming an information processing nightmare.

It's now a well coordinated but discreet nationwide investigation - with information, leads and questioning coming in from 10 different states - with the National Investigating Agency spearheading the probe.

Gujarat seems to be the information funnel and the key seems to be Ahmedabad blasts accused Danish Manzar. He is currently being questioned in jail and has provided a bulk of the background information.

Danish has revealed that there is large scale recruitment of youngsters being done by the Indian Mujahideen from Jharkhand.

On Sunday, an alleged HUJI operative Riazul Sarkar was arrested at Kishenganj in Bihar is being jointly interrogated by the intelligence and NIA.

Besides fresh detentions and arrests, several alleged terror operatives in custody of state forces are also being questioned.

A team of NIA reached Ajmer in Rajasthan. Jalees Ansari convicted for supplying explosives for 1993 Mumbai blasts has been questioned. Ansari was caught with a cell phone inside the jail in 2010. He had called Pakistan, Bangladesh and some countries in the Gulf.

Wednesday's attacks were the deadliest in India since 2008.

Police in the Indian city of Mumbai (Bombay) have launched an investigation into the death of a man who was called in for questioning about deadly blasts in the city last week.

Fayaz Usmani died in hospital early on Sunday, hours after he complained of feeling unwell during his questioning.

His family suspects foul play, but police deny allegations of torture, saying he died of a heart attack.

Wednesday's three explosions killed 19 people and injured dozens.

The attacks were the deadliest in India since 2008, when gunmen killed 165 people in a three-day raid in Mumbai.

No group has said it planted the bombs but suspicion among some officials and analysts has fallen on the Indian Mujahideen, a group which has claimed to have carried out similar attacks in the past.

On Saturday afternoon, Mr Usmani was picked up by police for questioning about the blasts.

SC raps Delhi Police for callous probe in cash-for-vote scam - Reuters.

The 'callous' approach of Delhi Police in probing the 2008 'cash-for-vote scam' came under severe criticism today from the Supreme Court which asked it why no custodial interrogation has been conducted in the case so far.

"We are not happy at all with probe done by the Delhi Police. This is not the way to prove the offence of such serious nature," a bench headed by Justice Aftab Alam said.

Expressing dissatisfaction over the probe, the bench said no progress has been made by the police in more than two years.

"No substantial progress has been made in two years. We are really concerned. Investigation must move fast and it must be brought to its logical conclusion," it said.

The court was hearing a petition filed by former Chief Election Commissioner J M Lyngdoh seeking its directions to the government to take action against politicians involved in the scam which relates the trust vote faced by the UPA government in July 2008.

The Maharashtra Anti-Terrorism Squad (ATS) on Thursday registered three cases in connection with the serial bombings that left several people dead and more than 100 injured.

“ATS has taken over the probe. Close to 12 joint teams of ATS and Crime Branch have been formed and we are being closely assisted by Central agencies. This case is being taken up on priority,” ATS chief Rakesh Maria told reporters in Mumbai.

Assuring people that no effort would be spared to bring the perpetrators of the latest terror strike to justice, he said, “We request the public to have faith and trust in the police. So far no (terror) case has gone undetected and the persons responsible for the blasts will be brought to book. We will get you the accused.”

The maximum casualty in Wednesday evening’s terror attack was witnessed at Opera House where 10 people were killed. Seven persons died at the explosion at Zaveri Bazaar, the police officer said.

The third blast took place in Dadar.

The Jayalalithaa government today announced a Commission of Inquiry into the alleged irregularities in the under construction New Assembly secretariat complex, a pet project of the previous DMK government.

"There have been allegations of excess and wasteful expenditure and deficiency in the standards of new Secretariat building," Governor S.S. Barnala said in his address to the legislative assembly session, outlining the policies of the new AIADMK regime.

Apparently targeting the Maran brothers, the Jayalalithaa government in Tamil Nadu today announced its decision to nationalise private cable TV operations and revive the state-run Arasu Cable TV Corporation.

Payback Period has started in TN!
