New Delhi: The Supreme Court's amicus curiae has castigated the Delhi Police for its action on Baba Ramdev saying that the police used force on innocent people to break Ramdev's agitation at Ramlila Maidan.

Amicus curiae Rajeev Dhawan accused the Delhi Police of perpetrating violence on innocent people during its crackdown on Ramdev.

The amicus curiae, which means advisor to court, quoted from police wireless logs of June 5, the night Ramdev was evicted from Ramlila Maidan.

Deoria (Uttar Pradesh): Police personnel here fight armed bandits and notorious gangsters but they just don't seem to have the spirit to occupy a room at a police station believed to be haunted for 10 years by a cleric who died in a road accident.

The verandah is preferable to the office of the station house officer (SHO) at the Tarkaluwa police station in Deoria, about 300 km from the state capital Lucknow. The room has been empty for the last decade because of the belief that those who occupy it will come to harm.

"It is this popular belief that keeps an inspector away from his office at this police station," Tarkaluwa SHO Upendra Yadav told agency.

"Like my predecessors, I, too, would not be operating from that office," added Yadav, who took charge of the police station around six months ago.

Despite having a well-furnished office, Yadav, like his predecessors, operates from the verandah. From conducting meetings to listening to grievances of the public, Yadav does it all from the space outside the cabin.

According to the police station staff, senior officials in the past tried to persuade the SHOs to work from the cabin but to no avail.

According to locals, the office is haunted by a Muslim cleric, Maulana Baba, who died around two decades ago in a road accident a few metres way from the police station.

"It is said that the grievously injured Baba remained lying near the police station unattended, and ultimately died. Thereafter, Baba's spirit started haunting the office of the police station," said JS Dwivedi, who runs a stationery shop.

SHO Yadav denies any knowledge of the incident. "I really don't know how true it is... I just want to respect the sentiments of locals associated with this belief."

Anna Hazare team member Prashant Bhushan on Monday said they will move court against Delhi Police for denying permission to them to hold a protest fast at Jai Prakash Narain Park.

Terming the decision as “unconstitutional and undemocratic”, Mr. Bhushan said the police acted against the democratic rights of the citizens by denying permission to undertake peaceful protest.

“We will knock the doors of the court,” he told reporters.

Opposition leaders in Maharashtra on Friday met Governor K. Sankaranarayanan and demanded dismissal of the Congress-NCP government in the state over police firing in Maval near Pune in which three farmers were killed.

Leader of Opposition in Assembly Eknath Khadse, Opposition leader in Council Pandurang Phundkar and group leaders of opposition parties in Legislature were among those who met the Governor at the Raj Bhawan on Friday morning.

“This is not the first instance of firing during this government’s tenure,” Mr. Khadse said after the meeting. “This is the second such instance in last 15 days,” he said.

The state government has lost the moral authority to govern as seen by its “cruel” suppression of the farmers’ agitation, he said.

The firing incident rocked the Legislature for the third consecutive day yesterday with Opposition creating a ruckus and calling the police action a “cold-blooded encounter”.

Terming the firing as “murder”, Shiv Sena Executive President Uddhav Thackeray has also demanded resignation of Deputy Chief Minister Ajit Pawar and Home Minister R.R. Patil.

Three persons were killed and several injured in police firing in Maval near Pune on Tuesday following the protests over a closed pipeline project to supply water to the industrial township of Pimpri-Chinchwad town.

01) The justification of Maharastra Police that they had to resort to the firing that killed Three Farmers when they were attacked by the protesting farmers;

02)  TV footage, clearly, demonstrates that, in fact, the protesting farmers were running away from the police after they lathicharged and fired teargas shells;

03)  It also confirms that the police, in fact, were aiming and shooting down the running away farmers who were anywhere between 200 feet to 300 feet and were in no way could have attacked the police, physically!

04)  Responsible policemen must be booked for cold-blooded Murders and should be, immediately, dismissed from the Service!!

05)  The inefficient Minster concerned must be sacked, without any further delay!!!

New Delhi: Delhi Police have been accused of employing excessive force while dispersing a protest march by Bharatiya Janata Party Yuva Morcha workers in New Delhi on Tuesday. Police allegedly lathicharged BJP youth workers after they tried to force their way towards Parliament.

But new evidence reveals that police personnel were attacked and hit by stones and bricks, which forced them to take action against the protestors.

The BJP Yuva Morcha was holding a rally against corruption which was dispersed with the police resorting to tear gas and lathicharge.

London (CNN) -- Some 16,000 police officers will be on the streets of London Tuesday night, after British Prime Minister David Cameron vowed tough action to quell rioting in Britain's cities.

He said the extra officers -- more than twice as many as the night before -- would tackle the "criminality, pure and simple" that has shaken the capital. Officers from several other cities were drafted in to help in the effort.

"People should be in no doubt that we will do everything necessary to restore order to Britain's streets and make them safe for the law-abiding," Cameron said.

Violence initially sparked by the shooting death of a 29-year-old man in London, Mark Duggan, spread to other parts of the nation Monday night, with dramatic scenes of blazing buildings and confrontations between police and hooded youths.

The trouble -described by police as "'copycat criminal activity" -takes place against a backdrop of austerity measures and budget cuts.

An independent police body reported Tuesday that there was "no evidence" that Duggan had opened fire at officers, a result that may further anger his community. The police appealed for calm in light of the report.

The Metropolitan Police in London said Monday night's disturbances were the worst the force "has seen in current memory for unacceptable levels of widespread looting, fires and disorder."

Three men and a woman were killed near here on Tuesday when police fired at thousands of farmers who blocked highways and turned violent to protest government takeover of their lands.

At least eight protesters and 35 police personnel were injured in the violence and protests that paralysed the old Mumbai-Pune highway and the Mumbai-Pune Expressway.

Police identified the four who died as Shantabai Ankush Thaker, 35, Moreshwar S. Sathe, 40, Shyamrao Waghu Tupe, and Maruti Kirid.

Police said several thousands of angry farmers blocked the highways, resulting in a tailback of vehicles at least 10 km long on both directions.

The farmers were protesting against land acquisition for laying a water pipeline between Pavna Dam in Maval sub-district to the outskirts of Pune city.

Condemning the police firing, Bharatiya Kisan Sangh leader Balasaheb Pingle accused the Maharashtra government of turning a deaf ear to farmers' demands.

Police squarely blamed the demonstrators.

Ex-cop, acquitted of rape, sentenced to prison for misconduct

(CNN) -- Former New York police officer Kenneth Moreno was sentenced Monday to one year in prison for three counts of official misconduct in a case of alleged rape involving himself and another New York police officer.

A jury acquitted Moreno and former partner Franklin Mata of felony rape and burglary in May, but found them guilty of official misconduct, a misdemeanor. Moreno and Mata were on duty at the time of the alleged incident.

Moreno and Mata were accused of returning to the apartment of a 27-year-old woman whom they had helped earlier in the evening and raping her in December 2008.

The case set off a public storm, and the men were later fired from the New York Police Department. On Monday a group of female protesters gathered in front of the courthouse holding signs that read, "NYPD: Protect women," and, "Take rape seriously."

Moreno and Mata admitted they broke police guidelines by hiding from their superiors the fact that they went back to the woman's apartment. Moreno admitted to making a fake 911 emergency call so that police dispatchers would send the officers back to the woman's apartment, according to Judge Gregory Carro at New York County Supreme Court.

Civilians marched towards an encounter site chanting pro-freedom slogans and started hurling rocks at security forces engaged in a gunfight with a lone militant holed up inside a private house at Puchal, in Jammu and Kashmir’s southern district of Pulwama, on Thursday.

Half a dozen civilians and three policemen, including the area Dy. SP, were injured in the clash. A report said the police opened fire after teargas and a cane-charge failed to disperse the stone-throwing crowds, injuring two persons. The police only confirmed that two civilians, Abdur Rehman Dar and Amir Ahmad Dar, “received injuries in their left arm and left thigh” and had been taken to a Srinagar hospital where their condition was said to be “stable”.

The number of Delhi Police personnel caught on the wrong side of law is increasing with over 1800 personnel facing action for dereliction of duty in the first half of this year against 1,910 last year.

A total of 1,849 police personnel, including 147 Inspectors, faced action for dereliction of duty till June 30 this year, a senior police official said.

The first six month's figure has already surpassed the figures of 2008 and 2009 when action was taken against 987 and 1,813 police personnel respectively.

The complaints regarding involvement of policemen in illegal constructions in Delhi has also shown a similar trend with statistics revealing that 121 cases have come to light this year till June 30 as against a total of 140 last year.

While action has been taken against 40 police personnel this year, 104 faced punishment last year.

A palatial bungalow, lakhs in cash and jewellery, two luxury cars and a well-stocked bar with the best of international liquor brands - CBI sleuths stumbled upon all this and more during a recent raid on woman Punjab police officer Raka Ghira.

And everyone - from her colleagues to neighbours and even the investigators themselves - were a little more than just curious.

Having laid a trap on July 24 while she was allegedly accepting a bribe of Rs.100,000 from controversial builder K.K. Malhotra to 'clear' his file, the Central Bureau of Investigation closed in on the riches of the well-heeled deputy superintendent of police (DSP).

Malhotra is facing charges of fraud and forgery.

A raid at her bungalow in an upscale locality in Chandigarh's Sector 15 following the trap led to the recovery of over Rs.87 lakh in cash. CBI officials had to requisition electronic counting machines to count the notes.

"Why did she have so much cash at home? She is not a businesswoman," a CBI official said.

The agency also recovered documents of fixed deposits of nearly Rs.65 lakh, two imported weapons, nearly 1,200 live cartridges of various weapons, a luxury sedan and an expensive sports utility vehicle (SUV) and a well-stocked bar with over 50 bottles of best international liquor brands.

When her bank lockers were opened, gold jewellery worth nearly Rs.25 lakh was found along with cash and other valuables, official said.

Raka had joined the Punjab police as an inspector in 1999 on compassionate grounds after her husband, Ranbir Singh, a superintendent of police with the state police, died in a road accident.

"Her arrest and assets have left even senior police officers shocked. Women officers openly indulging in corrupt practices is not commonplace," a senior state police officer said, requesting anonymity.

In her nearly 11 years of service, Raka was mostly posted in Mohali, adjoining Chandigarh, owing to her connections with political leaders in the state. Even at the time of her arrest, she was holding the coveted post of DSP-city in Mohali.

A suicide bomber blew himself up Sunday at the main gate of a provincial police headquarters in southern Afghanistan, killing at least 11 people in a city where Afghans have recently taken control of security.

The blast in Lashkar Gah was the latest in a string of attacks in the south in recent weeks that have included assassinations of high-level government officials in neighbouring Kandahar and a coordinated attack against government buildings in Uruzgan province that killed 19 people last week.

The high-profile attacks have provoked a growing sense of insecurity in the very region where international military commanders say security has improved since the surge of U.S. troops last year. Lashkar Gah, the capital of Helmand province, in particular has been touted as a success story from the offensive by international forces - one reason it was one of seven areas handed over to Afghan forces earlier this month.

The attack early Sunday, which ripped a gaping hole in the station compound’s wall, killed 10 police officers and a child, and wounded as least 12 people, said Helmand provincial spokesman Daoud Ahmadi.

People at the site said a police vehicle was on fire at the gate. Ahmadi said a suicide bomber apparently drove a car between two police vehicles at the entrance and then detonated the explosives.

Taliban spokesman Qari Yousef Ahmadi claimed responsibility for the attack.

It has been less than two weeks since Lashkar Gah was formally handed over to Afghan control in the first stage of a plan to have all of Afghanistan under the oversight of Afghan security forces by the end of 2014. It is the capital city of a province that has been a stronghold for the insurgency and where U.S. Marines have massed over the past year to try to turn back the Taliban.

Asking the Maharashtra government to sensitise its police force towards molestation cases, the Bombay High Court on Thursday directed top officials from Railway Protection Force (RPF) and Government Railway Police (GRP) to come up with steps to ensure safety of women on trains.

A division bench of Chief Justice Mohit Shah and Justice Ranjana Desai was hearing a PIL which alleged that GRP had refused to register the complaint of a 25-year-old woman who was molested in a local train in the wee hours of June 19.

"You (state) have to sensitise your police towards molestation cases. Police think it is not a serious case just because under section 354 for molestation, it is a bailable offence. Even if an accused is arrested and kept in custody for a few hours, he will understand the gravity of the situation," Justice Shah remarked.

Government pleader Rajesh Behere informed the court that the state government has asked a 20-member committee formed last year towards protection of women in railways to consider amendment to section 354 to make it a non-bailable offence.

"The committee submitted an interim report in December last year and is expected to submit the final report in December this year," Behere said.
