It was part of a ‘deal' for the nuclear deal arrangement with political parties.
The Incorrigible Wheeler Dealer, Amar Singh is, no favour is done without extracting a price. When SP was announced its support for UPA, without joining the Cabinet (after the LEFT deserted them on account of the Indo-US Nuclear deal), everybody knew there would have been some favours in turn.
