Wary of mutual contests if byelections become inevitable, want TRS assurance.

Telangana Telugu Desam and Congress MLAs may not rush through their resignations this time round till they get a firm assurance from Telangana Rashtra Samiti (TRS) on avoiding mutual contests if by-elections become inevitable.

Rare gesture

Sources said it was with this proposal, among others, that a big delegation of Telangana TDP Forum MLAs took the rare step of approaching a political adversary, Panchayat Raj Minister K. Jana Reddy, here on Tuesday. Unlike last time, when they were the first to submit their resignations, there was concern among TDP MLAs now over their re-election in the event of TRS putting up candidates.

The TD MLAs delegation led by Erabelli Dayakar Rao was believed to have impressed upon Mr. Jana Reddy to convince all legislators in Telangana to join in en masse resignations simultaneously again that could trigger constitutional and political crisis and build pressure on the Centre. At a press conference later, Mr. Rao said the focus was on working unitedly for Telangana keeping aside party's flag and agenda, if necessary. He said Telangana JAC's disposition to work only with TRS and avoid both TDP and Congress was also discussed. It was for the sake of separate Telangana that the delegation had stepped into Mr. Jana Reddy's house. The Minister understood the issue and promised to work for bringing all political parties onto a single platform and for simultaneous resignations.

Mr. Jana Reddy told the delegation that he would discuss the proposals made by them with his colleagues.

Kodandaram warned

For the second consecutive day, Mr. Rao and another MLA, Motkupalli Narsimhulu, targeted TJAC chairman M. Kodandaram for using inappropriate language against the elected representatives. Mr. Narsimhulu threatened to move privilege motion and lodge complaint under SC/ST Prevention of Atrocities Act, if Prof. Kodandaram fails to withdraw his comments.

In fresh trouble for the Congress in Andhra Pradesh, 24 of its MLAs and two TDP rebel legislators on Monday resigned protesting inclusion of late chief minister Y S Rajasekhara Reddy's name in the CBI FIR in a probe into his son Jaganmohan's assets.

The ruling Congress MLAs resigned both from the Assembly and the primary membership of the party over the issue and faxed the resignation letters to APCC headquarters.

The 26 MLAs, who submitted their resignations to Legislature Secretary S Raja Sadaram on Monday, have been sailing with Jagan, Kadapa MP and YSR Congress President, for the past few months.

Disqualification petitions are pending against seven of these MLAs, including one who did not resign on Monday.

Three Jagan-loyal MLAs from Telangana region did not submit their resignations claiming they had already put in their papers over the statehood issue.

Those who did not resign include Konda Surekha, Jayasudha Kapoor and Kunja Satyavathi.

Though their earlier resignations were rejected by Assembly Speaker Nadendla Manohar, along with 98 other rejections, the three MLAs contended that their papers still held good.

The Congress Government in Andhra Pradesh was faced with a fresh political crisis when 26 MLAs owing loyalty to YSR Congress president Y.S. Jaganmohan Reddy announced their decision to resign from the Assembly as well the primary membership of the ruling party.

Two Congress MPs M. Rajamohan Reddy and Sabbam Hari, who are openly supporting Mr. Jagan, and two TDP rebel MLAs, who are also sailing with the Kadapa MP, said they would resign.

This decision was announced after an emergency meeting of MLAs on Sunday to protest against inclusion of former Chief Minister Y.S. Rajasekhara Reddy’s name in the first information report (FIR) filed by the CBI against Mr. Jagan. The CBI has been conducting extensive searches of the business premises and residences of Mr. Jagan and the corporate offices of companies that invested in his firms since the past four days.

The MLAs said they would meet A.P. Legislative Assembly Speaker Nadendla Manohar at 11 a.m. on Monday and hand over their letters of resignations.

In a House of 294 (one seat is vacant), the Congress and its allies have a strength of 183. The break-up is as follows: Congress 173 (including 18 PRP MLAs who have merged with the Congress), MIM 7 and Independents 3. There is no threat to the Kiran Kumar Reddy Government falling into a minority as the YSR Congress party said its intention was not to bring down the Government.

Nadendla Manohar says the resignations were tendered in an “emotionally charged atmosphere”

In an unexpected turn of events on Saturday night , State Assembly Speaker Nadendla Manohar rejected the resignations of all Telangana MLAs, numbering about 100, on the ground that they were tendered in an “emotionally charged atmosphere”.

An announcement that the Speaker had not accepted the resignations was made by the Secretary, Legislature, S. Raja Sadaram, a little while after Mr. Manohar boarded a flight to London to participate in the Commonwealth Presiding Officers' conference.

Nearly 100 MLAs from the Telangana region belonging to the Congress, Telugu Desam, Telangana Rashtra Samithi, CPI and the BJP, besides some independents had submitted their letters of resignation to the Deputy Speaker and the Legislature Secretary on July 4 in a bid to mount pressure on the Union Government to initiate the process for creating a separate State. All the letters were in the format prescribed under the Assembly rules.

ISSUE EXAMINED

The Speaker, who was away in the US then, said on his return that he would consult legal and constitutional experts besides taking the advice of Lok Sabha Speaker Meira Kumar and talking to the MLAs individually before taking a decision on the resignations.

Rail movement in the Telangana region of Andhra Pradesh came to a standstill Thursday as agitators demanding a separate Telangana state stopped several trains as part of a 12-hour long rail blockade that has virtually snapped rail links of south India with other parts of the country.

Leaders and activists of the Telangana Joint Action Committee (JAC), which called the blockade, squatted on the tracks at various places to stop the trains, officials said.

Railways have already cancelled 31 express and 116 passenger trains, partially cancelled 20 express and 14 passenger trains, rescheduled 23 and diverted 23 express trains.

The South Central Railway (SCR) has also cancelled all 51 DHMU (Diesel Hydraulic Multiple Unit) services in Telangana and MMTS (Multi-Modal Transport System) trains in Hyderabad and Secunderabad.

Passengers had a tough time as protestors belonging to the Telangana Rashtra Samithi (TRS), Bharatiya Janata Party (BJP) and other constituents of JAC blocked the movement of trains at several places in Warangal, Karimnagar, Nizamabad, Mahabubnagar and Nalgonda districts.

Students chase buffaloes on to the police personnel when they were denied permission to take out a rally. They also pelted stones on the police on Osmania University campus in Hyderabad on Thursday. Earlier, the students boycotted their classes in support of a separate state of Telangana — Gandhi.

The Telangana Joint Action Committee (TJAC) seems confident that Telangana leaders from all parties who have recently resigned will unite under the banner of Ikya Vedika and fight for a separate state.

But Congress leaders from the region have decided to follow some other plan.

The Telangana Congress leaders said that they would go at it alone, without teaming up with any other party or the Telangana Political JAC.

Hyderabad:  A total of 98 MLAs from different parties in Andhra Pradesh have resigned, demanding a new state of Telangana. Home Minister P Chidambaram said in Delhi today that the Centre is not yet considering President's Rule for the state. He also said that his party is upset about the bulk resignations, and that the Congress hopes to "engage with" its politicians from Telangana region through more discussions in Delhi.    

Hyderabad and other parts of Telangana remained paralyzed today as a massive bandh called by separatists entered its second day. The Home Minister said he is hoping that the protests will not upset the delicate law and order.  

Schools and colleges are closed, entrance exams in Osmania University have been postponed and there are no Road Transport Corporation (RTC) buses on the roads.

Last time he said that the process of Telengana Process has begun; nothing came of it, hence the mass scale resignations, after waiting nearly 19 Months.

Now he says, not considering the President's Rule in Andhra Pradesh.

I will not be surprised if the Centre does exactly the opposite; it can protect Congress from losing its hold on the State Government, but, nothing is going to change the resolve of the people of the Telengana for a separate State!

The Telangana movement on Tuesday gathered further steam with TRS President K. Chandrasekhar Rao and party MP Vijay Shanthi resigning from their Lok Sabha membership in support of the demand for a separate state.

Mr. Chadrasekhar Rao and Ms. Shanthi faxed their resignation letter to the Lok Sabha Speaker. Mr. Rao would meet the Speaker personally in a day or two, TRS sources said.

State Textiles Minister Shankar Rao, who is in the U.S., has also faxed his resignation to the Deputy Speaker, taking the total number of state ministers who have quit to 12.

However, Mr. Rao has only resigned from the assembly and not from the cabinet.

75 MLAs and a dozen MPs had quit yesterday to mount pressure on the Centre for an early announcement in favour of separate statehood demand.

Groups pressing for a separate state of Telangana have stepped up pressure on MPs, ministers and legislators from the region who have not yet resigned.

Activists of the Telangana Rashtra Samithi (TRS), the Joint Action Committee (JAC) as well as students on Tuesday laid siege to the houses of such leaders, demanding that they resign immediately.

The TRS and JAC have described them as 'traitors'.

There was tension in Malkajgiri on the outskirts of Hyderabad as protesters laid siege to the house of Congress legislator Akula Rajender demanding that he resign.

Police stopped the activists from barging into the house. Two young men climbed a nearby cell phone tower threatening to commit suicide if the leader refused to quit.

While 82 out of 119 members of assembly from the region have resigned, the rest are reluctant. Five MPs, including union Petroleum Minister S. Jaipal Reddy, have also not yet submitted their resignations.

Protesters at Uppal in Hyderabad set afire an effigy of Congress MP Sarve Satyanarayana, who has refused to resign.
