The Centre on Monday asked the Andhra Pradesh government to pass a fresh resolution in the Assembly to delete Clause (f) of para 14 of the 1975 Presidential Order to make Hyderabad a non-free zone for purposes of employment.

Home Minister P. Chidambaram told journalists here that the last resolution was passed by the Assembly in January 2010 and “it is now August 2011.” He said: “We want to be absolutely sure on consensus in the State Assembly.” (In Hyderabad Chief Minister Kirankumar Reddy said that it was not possible immediately to pass the resolution.)

He said the Cabinet Committee on Political Affairs had considered the question of deletion of para 4 (f) and it was decided to make a recommendation to the President after getting a fresh resolution from the Assembly.

As per the Andhra Pradesh Public Employment (Organisation of Local Cadres and Regulation of Direct Recruitment) Order, 1975, the State was divided into six zones for purposes of employment, and quota was applicable in these regions. Clause (f) pertained to Hyderabad. The issue of free zone of Hyderabad pertains only to the Police/Home department. The government issued orders, according to which, posts including constable, sub-inspector and inspector are defined as localised posts. The zone will be the local unit for the posts of inspector and sub-inspector and the district will be the local unit for the posts of head constable and constable.

As Hyderabad was treated as a free zone, people from all parts of the State would have equal rights in government jobs, postings and promotions particularly in the Police/Home department as clause 14 (f) of the Presidential Order, 1975 and quota were not applicable. When the State wanted to apply quota, the Supreme Court, quoting 14 (f), struck down that order.

The ‘recruit, train and place' model may soon be passé. The focus is now shifting to ready-to-hire administrators who can challenge the IT industry and not be mere ‘yes-men'. How ready is the Gen Y?

With a changing market scenario, the factors that govern recruitment are also changing. Alongside the standard practices that steer recruitment, the Information Technology industry is now looking at introducing new criteria that form the basis of recruitment.

Its recruitment methods have traversed many forms, namely, Intelligence Quotient (IQ), Emotional Quotient (EQ), Social and Spiritual Quotient (SQ), and Employability Quotient (EQ). The new entrant now is Flexibility Quotient (FQ). Focus is no longer on the marks, but on making a mark. Many IT industries are also doing away with written tests that form part of the selection process in campuses. This has given way to ‘scenario-based tests' based on real-time situations or case studies. A strong base in domain knowledge complemented by good response to real-time situations is the winning criteria.

Industry is also trying to shift from the ‘recruit, train and place' model to recruiting ready-to-hire administrators who can work hard. It is looking for young talent that can challenge the industry and not be a mere ‘yes-men'.

With such expectations, what is the actual output it gets from the college portals? With only 25 per cent of those who graduate are employable, it is anybody's guess what the industry is facing.

Truly tall order for the Gen-Y, most of them still believe in high scores, through mugging!

TRS today demanded that the Andhra Pradesh Government conduct the recruitment test for sub-Inspectors of Police only after getting the Clause 14 (F) of the Presidential Order of 1975 deleted.

"The Assembly passed an unanimous resolution when this Chief Minister (Kiran Reddy) was Speaker. If they still go ahead with the exam, without getting 14 (F) deleted, what respect does the resolution have?" party President K. Chandrasekhar Rao said here.

The 14 (F) makes Hyderabad a free zone for police recruitment, meaning people from all parts of the state would have equal rights in jobs. Telangana supporters insist that making the city a free zone goes against the interests of Telangana.

They demand that Hyderabad should be a part of Zone VI along with other Telangana districts. The TRS President hit out at the Chief Minister for not leading an all-party delegation to Delhi to get the clause deleted.

The Government, however, asserts that it would protect the interests of Telangana.

Alleging that corruption has taken place in the Hyderabad Metro Rail Project, he reiterated the demand the Government organise an all-party meeting on the issue and distribute the Detailed Project Report to the parties.

Rao took exception to Chief Minister N. Kiran Kumar Reddy's reported comments that there is no question of going back over implementing the Metro Rail Project.

LONDON: British security officials were on Sunday reported as saying the Yemeni branch of al-Qaeda controlled by U.S.-born radical preacher Anwar al-Awlaki — dubbed the “new bin Laden” — was heavily involved in recruiting British Muslims; some of whom, it was claimed, had returned to Britain after training and could be plotting attacks.
