BANGALORE: Karnataka Chief Minister D.V. Sadananda Gowda Monday listed the achievements of the B.S. Yeddyurappa government and declared that his priority would be to fully implement the plan and programmes already announced by his predecessor instead of making new announcements.

"My priority is to fully implement the plan and programmes already announced (by the previous government headed by Yeddyurappa) instead of making new announcements, as it had the distinction of achieving several firsts in the country," Gowda said in his Independence Day speech here.

Gowda became the ruling Bharatiya Janata Party's (BJP) second chief minister in the state Aug 4 after scam-hit Yeddyurappa resigned July 31 following his indictment by the state Lokayukta (ombudsman) in a multi-crore mining scam.

Though Gowda was declared elected leader of the BJP legislature party Aug 3 through a secret ballot by the lawmakers, Yeddyurappa had proposed his name as his successor even before he submitted his resignation to Governor H.R. Bhardwaj.

Listing out achievements of the Yeddyurappa government, Gowda said presenting the first-ever separate agriculture budget, providing farm credit at one percent interest rate, Rs.2 per litre of milk incentive to 600,000 producers and subsidy of Rs.10,000 each to one million farmers, setting record food production of 13 million tonnes and creating irrigation potential in 350,000 acres were some of the accomplishments over the last three years since the BJP came to power in the state for the first time.

"The prudent financial management of our (BJP) government has received appreciation from all quarters. The Planning Commission, the Reserve Bank of India and the 13th Finance Commission commended our efforts in resource mobilization, fiscal management and increasing plan expenditure," Gowda said in his 30-minute address at the Field Marshal Manekshaw parade ground in the city centre.

Asserting that his government was committed to providing food, health, education, housing and social justice to empower the people, the chief minister said he would strive to improve infrastructure facilities in rural and urban areas and increase employment potential for youth.

Gifted? TN can take Cue from U.S.

At a time when academicians, private schools and the state government are busy debating over the implementation of uniform schooling system, several countries like Singapore and USA have implemented ‘Gifted Education Programme’ (GEP) which provides flexibility in the teaching-learning process according to the skill set of the student.
What is Gifted Edu programme
Some students have an advanced rate of learning, capacity for remarkably high standards of achievement compared to students of the same age. GEP is designed for these children who can complete the syllabus in a much lesser time. Gifted children are selected based on an entrance test and teachers with special training are recruited by schools to teach them.
With this programme in place, both gifted children (fast learners) and slow learners benefit.
Experts say that children have varying abilities and it is not right to provide the same education to every child and expect them to move at the same pace as their peers.
The intellectually gifted need a high degree of mental stimulation. Mainstream classrooms are not designed to cater to gifted children who might become mediocre, indifferent or disruptive in class.

Pakistan's nuclear weapons programme is expanding at a rapid pace and the country is expected to soon have a fourth operational reactor to ramp up the production of plutonium, according to a media report.
According to new commercial satellite imagery obtained exclusively by Newsweek magazine, Pakistan is 'aggressively accelerating construction' at the Khushab nuclear site, about 140 miles south of Islamabad.
The report said the fourth nuclear reactor at Khushab could come online as early as 2013. The images prove Pakistan will soon have a fourth operational reactor, 'greatly expanding plutonium production for its nuclear weapons programme', analysts told the magazine.
The development comes at a time of 'unprecedented misgiving between Washington and Islamabad' in the wake of the US raid that killed Osama bin Laden.
The White House declined to comment but a senior US congressional official working on nuclear issues told Newsweek that intelligence estimates suggest Pakistan has already developed enough fissile material to produce over 100 warheads and manufacture between eight and 20 weapons a year.
"There's no question it's the fastest growing programme in the world," the official said.
"The build-up is remarkable," said Paul Brannan of the Institute for Science and International Security.
"And that nobody in the US or in the Pakistani government says anything about this – especially in this day and age – is perplexing."
Unlike Iran, which has yet to produce highly enriched uranium, or North Korea, which has produced plutonium but lacks any real weapons capability, Pakistan is significantly ramping up its nuclear weapons programme.
