HYDERABAD: The Telangana Rashtra Samithi (TRS) Saturday reacted strongly to union Home Minister P. Chidambaram's statement in parliament that political parties in Andhra Pradesh should arrive at a consensus on the demand for separate Telangana state.

TRS chief K. Chandrasekhara Rao termed the statement as "useless" and reminded the central government that the constitution has given it the right to carve out new states.

"If the states can solve such problems on their own, there is no need for a central government or a union home minister," Rao told a meeting at Telangana Bhavan, the TRS headquarters here.

The meeting was organized to pay tributes to Telangana ideologue K. Jayashankar, who passed away recently.

KCR, as the TRS leader is popularly known, said the Telangana people knew how to achieve a separate state. "With indefinite strike (by government employees in Telangana) from Aug 17, we will show our might," he said.

Initiating the first formal peace negotiations between the Centre and the outlawed United Liberation Front of Asom, the leaders of the banned outfit, led by its chairman, Arabinda Rajkhowa, met Union home minister P. Chidambaram on Friday and submitted a 12-point charter of demands,

including one to amend the Constitution, for finding “meaningful” ways to protect the rights and identity of the indigenous people of Assam. The outfit, however, remained evasive on its core demand of “sovereignty”.

The 40-minute meeting with Mr Chidambaram was also attended by Assam chief minister Tarun Gogoi, apart from six other top leaders of the group. It was decided in the meeting that a formal suspension of operations agreement will be signed between the government and Ulf in Guwahati shortly.

After submitting their charter of demands, termed “The Framework of Charter for Negotiation to Resolve the Issues Between Assam and India”, the ULFA leadership said the government has to change the rules and laws as a solution is not possible under the provisions of the existing Constitution.

“We demand constitutional and political arrangements and reforms, including protection of the identity and material resources of the indigenous population of Assam,” Arabinda Rajkhowa said. Speaking at a press conference, ULFA “foreign secretary” Shashadhar Choudhury said, “The Constitution has to be changed.”

Home Minister P. Chidambaram has said political parties in Andhra Pradesh must help the Centre find a solution to the Telangana issue but they are divided and a solution cannot be thrust down their throats.

"This is a unique situation where political parties in Andhra Pradesh are divided down the middle. Congress, Telugu Desam, CPI, CPI(M) are all divided. The only party which claims to be undivided is BJP because it has only one member," he said.

Therefore, he said, the political parties were divided and "we cannot thrust the solution down the throats of political parties who represent the people.

Chidambaram said so far as the Congress party was concerned, the effort was to unite the party and find a solution that was acceptable to all Congress MPs and MLAs.

This was what was being tried by his colleague and Union Minister Ghulam Nabi Azad.

The BJP on Friday demanded that the role of Union home minister P. Chidambaram be investigated in connection with the 2G spectrum scam.

A party delegation, led by BJP MP and spokesperson Prakash Javdekar, met CBI director A.P. Singh on Friday afternoon to assert that the finance ministry, under P. Chidambaram in 2008, was "equally responsible" for the scam in the allotment of the spectrum.

The CAG has reported that rules and procedures were flouted while issuing the licences, which cost the government Rs 1.76 lakh crore. The actual loss can be assessed only after collecting the documents of the companies concerned for resale of their shares.

01) All allegations apart, Mr. P.C. absolving himself of the responsibility, in the capacity of the Group of Ministers for Spectrum Allocation, stating that A. Raja hasn't allowed any role to the GoM and has done the allocation at his discretion cannot be condoned;

02) As the Chairman of that GoM, it was his responsibility to ensure that A. Raja complies the directive of the GoM and see that GoM takes a collective decision on the Spectrum Allocation;

03) Also, as the Finance Minister, he should have insisted that his Ministry should be involved in the decision making process as the Spectrum Allocation being of a very high value transaction of a very high national importance.

Ahead of the expected Cabinet reshuffle, the Bharatiya Janata Party on Sunday asked Prime Minister Manmohan Singh to drop from his Cabinet Home Minister P. Chidambaram and Telecom Minister Kapil Sibal as they were facing allegations of wrong-doing.

“Prime Minister has made a clean image for himself, but his Council of Ministers is corrupt. Prime Minister must clean his Cabinet, and as the leader of group of corrupt Ministers he must show the door to those corrupt Ministers,” BJP spokesperson Syed Shahnawaz Hussain said in New Delhi.

He said, “It is well known that the Rs. 1.76 lakh crore scam (2G spectrum allocation) had willingness of the then Finance Minister (Chidambaram). A. Raja is out of Cabinet, he was one part of it (allocation). Second part is Chidambaram who is still a Minister. Country would like Prime Minister to take a decision on him as well.”

Mr. Hussain said, “A private company which was facing a penalty of Rs. 650 crore at Rs. 50 crore per zone was reduced by Sibal to Rs. 5 crore per zone. Who gave Sibal the right to reduce Rs. 50 crore per zone to Rs. 5 crore,” he asked.

Mr. Sibal has been accused of overruling his officers to bring down a Rs. 650 crore penalty on Reliance Telecom to Rs. 5 crore for shutting down its rural telephony services.

I don't think PM, Manmohan Singh has the necessary courage to disturb the Congress Ministers nor the Ministers, concerned, have the decency of stepping down, voluntarily, on facing Corruption allegations!

The BJP on Friday said 2G spectrum scam is “no longer only an ally affair” minister Kapil Sibal defended Mr Chidambaram stating that he had “no role anywhere” in the allocation controversy. 

The minister said opposition BJP’s demands for Mr Chidambaram’s resignation were a “conspiracy” against him. NEW DELHI: Former sports minister Mani Shankar Aiyar has blamed former finance minister P. Chidambaram for not taking cognizance of his letters that warned about alleged embezzlement of funds earmarked for the Commonwealth Games. 

Aiyar said that he wrote several letters to Chidambaram, who is now the home minister , but never got any acknowledgement . 

"I don't know that these letters went to the finance minister at all," Aiyar told CNN-IBN. "But after one meeting of the group of ministers, where my insistence on observing the general financial rules (GFR) was overruled by the finance minister himself, I did write to Chidambaram." 

Aiyar said that in the letter he also asked the finance minister to directly release the funds instead of the sports ministry doing so. 

"In that letter, I did say because I was so upset with the situation that instead of the sports ministry being asked to release these grants in violation of the GFR to Suresh Kalmadi-led Organising Committee , why not the finance ministry itself does it?" he said.

Seeking to put behind memories of the 1984 anti-Sikh riots, Home Minister P. Chidambaram today said the country has moved on since the “tragic incident” and that it was time to “forgive” and build a new India.

“It is time that we move on to build a new India where every citizen irrespective of faith has equal place,” he said, addressing a function to felicitate him for his role in removing names of 142 Sikhs from a ‘Black list’.

Recalling the tragic incidents in 1984 after the then Prime Minister Indira Gandhi was shot dead by her Sikh bodyguards, Chidambaram said the country has moved on since then and one small step of removing names of large number Sikhs from the ‘Black list’ was left which has been addressed to by the government recently.

“We have moved on when Rajiv Gandhi was the Prime Minister, we have moved on subsequently, we have moved on when Manmohan Singh made that poignant speech asking for forgiveness, we moved on since Sonia Gandhi became Congress president,” he said.

The Home Minister was referring to Singh’s speech in Parliament in 2005 where he apologised to the Sikh community for the incident.

Does that mean the accused in those riots would be let off?

• Home Minister P. Chidambaram Wednesday said the Hindu right-wing organisation Rashtriya Swayamsewak Sangh (RSS) was behind yoga guru Baba Ramdev, who has launched fast to demand retrieval of rich Indians' black money stashed in banks abroad.
  In an interview to official broadcaster Doordarshan, the home minister said the apex body of the RSS had propped up Ramdev as its patron for an anti-corruption front.
  "Who is behind Baba Ramdev? We go back to March 2011 at a meeting in Putthur in Karnataka, the Akhil Bhartiya Pratinidhi Sabha, the apex body of RSS, decided to organise support of all individuals and institutions that were ranged in the fight against corruption."
  UPA Government is still trying to justify the Mid-Night Mayhem at Ramlila Grounds; hope the Supreme Court, National Commission for Women and National Human Rights Commission would buy their argument.
  I will never support RSS in its Hindu Radical Ideology; all the same I hold that it is not 'the right' but 'the responsibility' of every Indian citizen & entity - political or otherwise including, the RSS to fight for curbing the India's gangrene, the corruption at all levels and planes and I, firmly, hold that our elected government doesn't hold 'licencing authority' on who should fight against corruption or who shouldn't.
  We have already seen the open loot of the public exchequer of Rs. 1,76,000/- Crores, not to speak of others like, Adarsh Society Scam, CWG Swindle, etc. by this 'licence raj'.  We don't need lectures on ethics of all from Mr. P.C. who has been a member of this UPA Government, throughout.

India and the U.S. began a crucial homeland security dialogue on Friday, affirming the strategic importance of cooperation for the security of the two countries and their people and pledging to combat terrorism and other challenges, including cyber security, transnational crimes and counterfeit currency.

The two countries reaffirmed their resolve to defeat the forces of terrorism and called for effective steps by all countries to eliminate safe havens and infrastructure.

Union Home Minister P. Chidambaram and the visiting Secretary of the Department of Homeland Security, Janet Napolitano, committed their governments to comprehensive sharing of information on the Mumbai terror attacks.
