Gujarat chief minister Narendra Modi on Saturday shot off a letter to Prime Minister Manmohan Singh complaining against Home Minister P Chidambaram's comment on the issue of IPS officers, alleging that the UPA government is trying to destabilise his government.

"Congress-led UPA government is trying to destabilise the democratically elected government of the state of Gujarat," Modi said in the letter written to the Prime Minister.

"Home Minister's (P Chidambaram) comments made yesterday were aimed at promoting indiscipline in the police force of the state," Modi said.

Modi has sought the prime minister's intervention in the matter, saying that those who are making such comments should be told not to do so.

His letter to the prime minister comes after Chidambaram's remark on Friday that the Centre could intervene on the issue of IPS officers of Gujarat if the affected officers want so.

"Rules do provide for central government to take certain decisions at certain stages but that stage has to be invoked by officer concerned. If officer concerned invokes the rule, certainly we will look into it," the Home Minister said.

The Gujarat government has suspended IPS officers Sanjiv Bhatt and charge sheeted another senior officer Rahul Sharma who have spoken against it over the 2002 riots.

The Gujarat government on Saturday charge sheeted IPS officer Rahul Sharma for alleged misconduct in not submitting the original CDs containing mobile phone call records related to the 2002 communal riots.

"Rahul Sharma has been served the copy of charge sheet today," Gujarat government spokesperson Jaynarayan Vyas told media persons here.

Sharma confirmed that he has received the copy of the charge sheet. He was charge sheeted on Saturday after his notice period ended on Friday. Sharma was served the first notice on January 27. He was served the final notice on July 28 and was asked to file reply to the notice within 15 days.

The officer has been accused of gross misconduct under Sec 3(1) of All India Service Rules 1969.

He has been accused of not submitting the CDs containing phone call records during the riots to respective investigating officers of Naroda Gam, Naroda Patia and Gulburg Society case.

Ahmedabad: After Sanjiv Bhatt and Rahul Sharma, the Narendra Modi government in Gujarat appears to have targeted another senior police officer DIG Rajneesh Rai. Rai told the Central Administrative Tribunal (CAT) that his annual confidential report has been downgraded by the government.

Rai in his report had brought out facts that prove that former Gujarat minister Amit Shah was influencing the investigations in the fake encounter cases.


Maharaja, Narendra Modi's writ rules in the Fiefdom of Gujarat, anybody dare implicating him or his cronies are hounded!

Guj riots: Modi targets 2nd whistleblower cop


Ahmedabad: Days after the suspension of Deputy Inspector General (DIG) Sanjiv Bhatt, the Gujarat government has acted against another senior Gujarat police officer for alleged indiscipline. 

As per reports, Thursday, a chargesheet has been issued against DIG Rahul Sharma for indiscipline and violation of Official Secrets Act (OSA).

As per the chargesheet cleared by Chief Minister Narendra Modi, Sharma is being held guilty of passing information to the Nanavati Commission without seeking approval from the government. The Nanavati Commission was set up to probe the Godhra train burning incident and the riots that followed.

Ahmedabad:  Narendra Modi's governance during the Gujarat riots of 2002 has been evaluated in a report that was presented to the Supreme Court today. The detailed report will stay confidential for now, said the court.

The report is based on the case filed against Mr Modi by Zakia Jafri, whose husband, Ehsan, was burnt alive in the communal riots that left 1200 people dead. 

Mrs Jafri has said that Mr Modi and several of his ministers were among 62 people who colluded to ensure that those being attacked during the riots did not receive help.

In May, the Supreme Court asked senior advocate Raju Ramachandran to conduct extensive analysis and review of the evidence gathered on the riots by a Special Investigation Team (SIT) that had also been appointed by the court. This team questioned Mr Modi for several hours about the riots. The SIT report was handed over to the court in May 2010.

Among those who Mr Ramachandran has reportedly met during his inquiry is senior police officer Sanjiv Bhatt who claims that he attended a meeting called by Mr Modi just as the riots were erupting. Mr Bhatt says that Mr Modi asked police officers to ignore the riots. He also claims that Mr Modi said that minorities were going to be taught a lesson.

N.R. Narayan Murthy, Chairman and Chief Mentor of IT major Infosys, today called on the Gujarat Chief Minister Narendra Modi and held discussions on wide range of issues including setting up of an Infosys research centre in Gujarat.
During the over half-a-hour long meeting, Modi proposed to the Infosys Chairman to head a world class Incubation Centre for the Youth proposed to come up in the state.
"The chairman of world class IT company has reacted positively to the Gujarat government's offer to head a world class Centre for the Youths proposed to come up in the state," an official statement said.
"I will be happy to be linked with this ambitious project, but how much time I will be able to devote towards it is to be seen and I shall discuss with the government later on," Murthy said, in reply to Gujarat government's offer.
During his meeting with the Gujarat CM, Murthy also expressed his intentions on establishing a Infosys research centre in Gujarat.

Gujarat Chief Minister Narendra Modi on Saturday alleged that the “weak-kneed approach” of the Central government against terrorism has encouraged terrorists to strike India at will.
Speaking at Sardar Patel University at Vallabh Vidhya Nagar near here Mr. Modi said, “The demon of terrorism is responsible for killing so many people in the country. Had Sardar Vallabhbhai Patel, who united the country, been alive today, innocent people would not have lost their lives.”
Mr. Modi said, “Those terrorists, whom the court had ordered to be sent to the gallows, would have been hanged by now, had Sardar Patel been alive.”
“Weak-kneed approach of today’s Central government to fight terror has provided encouragement to terrorists to strike in India at their will,” Mr. Modi said.
Mr. Modi was speaking at the inauguration of a university hall.
“People of this country want the terrorists to be dealt in a hard manner,” Mr. Modi said adding that human rights should not be granted to terrorists as they are not fit to be called human.

The SIT's interest in questioning Narendra Modi for the Gujarat riots underlines the reason why the new Communal Violence Bill must embrace the command responsibility doctrine.
The Special Investigation Team's decision to summon Narendra Modi marks the first time any judicial or quasi-judicial body has seen fit to ask the Gujarat Chief Minister what exactly he was doing when murderous mobs took charge of his state in 2002.

From February 27 — when the Sabarmati Express was attacked by a mob at Godhra — to mid-March, by which time the worst of the targeted violence was over, more than 1,500 Muslims lost their lives across Gujarat. The Justice Nanavati Commission is probing the matter and criminal cases stemming from the violence are at various stages of completion. Despite these, there has, as yet, been no proper accounting for the mass killing and destruction of property. Disturbed by the lack of investigative and prosecutorial enthusiasm within Gujarat, as evidenced by speedy acquittals of the accused, the Supreme Court transferred two cases outside the State. It set up the SIT to help with the probe into a number of high profile incidents. It also put the State government on notice for its failure to punish the guilty, describing Mr. Modi and his colleagues as “modern day Neros” who chose to look the other way while Gujarat burned.

Any society built on the foundations of law would not require the widow of a victim to petition the highest court of the land in order to investigate the reasons behind the state's failure to protect the life of its citizens during those fateful days. The fact that the apex court's intervention was necessary is itself an indictment of the Chief Minister, under whose watch such large-scale death and destruction took place, and under whose leadership, eight years on, justice continues to be elusive.
The petition filed by Zakia Jaffrey and the Citizens for Justice and Peace asks questions that any honest investigator probing the violence would want to ask. At stake is not so much the individual guilt or innocence of Mr. Modi but the need to unearth and dismantle a system of rule which could allow so many innocent people to be massacred.

The petition, pursuant to which the SIT now wants to question Mr. Modi, began life in 2006 as a criminal complaint filed with the Director-General of Police in Ahmedabad by Ms Jaffrey and the CJP. They wanted a First Information Report to be registered against 62 individuals, including Mr. Modi, his ministers and senior police officials and bureaucrats for their role in the 2002 violence. With the police refusing to file an FIR — a requirement under Indian law — the petitioners approached the Gujarat High Court and then the Supreme Court, which last year asked the SIT to look into the matter.

Chicago Rana Trial, Verdict: A small step towards justice!

Pakistani-Canadian businessman Tahawwur Husain Rana's conviction this week on charges of providing material support for the Lashkar-e-Taiba marks a small step towards justice for the 164 men, women, and children whose lives were taken in Mumbai on November 26, 2008. Instead of taking what satisfaction can be had from the fact that a small cog in the jihadist machine that delivered death to the city is now likely to live out the rest of his life in prison, Indians across the political spectrum have been outraged by the decision of the twelve-member jury to acquit Rana of having played a direct role in facilitating the attack. Even before sentencing has been pronounced, the government voiced “disappointment,” while Gujarat Chief Minister Narendra Modi proclaimed that the Chicago verdict “disgraced India's sovereignty.” India's anger that Rana was acquitted of charges related to the Mumbai attack is understandable: the wounds the country suffered in the tragedy will take a long, long time to heal. The outrage and anger are also misplaced.

Yes, especially after dilly-dallying on issue of impleading in the case as a co-petitioner, the GoI doesn't have any locus standi to crib on it now.

Atleast, lets hope GoI acts decisively in the case of Headley as and when it comes up for hearing in New York!
