The Justice Department is investigating whether the nation’s largest credit ratings agency, Standard & Poor’s, improperly rated dozens of mortgage securities in the years leading up to the financial crisis, according to two people interviewed by the government and another briefed on such interviews.

The investigation began before Standard & Poor’s cut the United States’ AAA credit rating this month, but it is likely to add fuel to the political firestorm that has surrounded that action. Lawmakers and some administration officials have since questioned the agency’s secretive process, its credibility and the competence of its analysts, claiming to have found an error in its debt calculations.

In the mortgage inquiry, the Justice Department has been asking about instances in which the company’s analysts wanted to award lower ratings on mortgage bonds but may have been overruled by other S. & P. business managers, according to the people with knowledge of the interviews. If the government finds enough evidence to support such a case, which is likely to be a civil case, it could undercut S. & P.’s longstanding claim that its analysts act independently from business concerns.

It is unclear if the Justice Department investigation involves the other two ratings agencies, Moody’s and Fitch, or only S. & P.

During the boom years, S. & P. and other ratings agencies reaped record profits as they bestowed their highest ratings on bundles of troubled mortgage loans, which made the mortgages appear less risky and thus more valuable. They failed to anticipate the deterioration that would come in the housing market and devastate the financial system.

New Delhi:  The Delhi Police has been ordered to complete its inquiry into the cash-for-votes scandal in three weeks. The scandal revolves around three BJP MPs who claimed they had been offered a crore to vote in favour of the UPA government during a trust vote in 2008.  

The court pulled up the Delhi Police. "Drop your inhibitions and follow the law. When we are monitoring the probe where is the question of inhibition?" The police was also told to identify the source of the funds that were allegedly offered as a bribe.  

The BJP MPs - Ashok Argal, Faggan Singh Kulaste and Mahavir Bhagora - claim that they were offered the bribe by middlemen acting on behalf of politicians Amar Singh. In 2008, Mr Singh was a senior leader of the Samajwadi Party which provided external support to the UPA government on crucial issues. He has, on earlier occasions, denied any link to the cash-for-votes scandal.  

In July 2008, the MPs created a spectacle when they marched into the Lok Sabha waving bundles of cash. Prime Minister Manmohan Singh won the vote.  

The Supreme Court said, "It is so very distressing that middlemen tried to manipulate the proceeding of the Parliament and to some extent succeeded."

July 11: The AP High Court on Monday ordered a prima facie probe by the CBI into the controversial deal between Emaar Properties Ltd and AP Industrial Infrastructure Corporation. The court will take a decision, in a separate case, on ordering a CBI inquiry into alleged amassing huge wealth and money laundering by the YSR Congress chief, Mr Y.S. Jagan Mohan Reddy, on Tuesday.

The money trail in the 2G telecom spectrum scam has led the Income Tax Department to 19 'non-genuine' companies in Kolkata allegedly used by Kalaignar TV to return Rs 230 crore to Cineyug, taken as 'loan', after a probe was initiated into it.
During its probe into the spectrum allocation scam, the I-T Department zeroed in on 19 companies based in Kolkata that were allegedly used to pay Rs 52.20 crore to Kalaignar TV, in which DMK MP Kanimozhi had a 20 per cent stake, a recent report of the department said.
The money from these companies was transferred to Saphire Media and Infrastructure Limited, which gave a Rs 83 crore loan to Anjugam Films Private Limited, which again forwarded Rs 69.61 crore as a loan to Kalaignar TV to pay Rs 230.31 crore to Karim Morani-owned Cineyug Media and Entertainment as repayment of its Rs 200 crore 'loan'.

Ingenious transaction but couldn't help leaving a trail!

A team of the Central Bureau of Investigation and the Central Forensic Science Laboratory (CFSL) on Saturday reconstructed the alleged fake encounter killing of Tulsi Prajapati by the Gujarat police in December, 2006, at Chhapri village in Banaskantha district close to the Gujarat-Rajasthan border.
The Gujarat police claimed that Prajapati, believed to be a key witness in the Sohrabuddin fake encounter case being reinvestigated by the CBI, had escaped from custody on his way to Rajasthan from the Raigadh railway station and was gunned down near Chhapri on December 28, 2006.
The CBI-CFSL team was assisted by the State CID, which had been handling the case before the Supreme Court transferred it to the central agency following a petition by Prajapati's mother, Narmadabai.

A special Central Bureau of Investigation (CBI) court on Tuesday asked the agency to wrap up supplying of documents to all the 14 accused in the 2G spectrum scam by Wednesday or face the prospect of a fine.
CBI Special Judge O.P Saini said: "I will impose cost on you (CBI). Complete the process of supplying deficit documents to the defence counsel by tomorrow (Wednesday) and wind up others issues (replies on accused's applications) within this week."

The Tamil Nadu government on Monday handed over the probe into the killing of a 13-year-old boy, who died of gunshot injuries after he trespassed into an army area at Island Grounds in Chennai, to its top investigative agency, the crime branch-criminal investigation department, .

"The case has been transferred to the CB-CID and they have taken over the probe," a top police official told PTI.

Thirteen-year-old Dilshan died of bullet injuries yesterday.

Dilshan was allegedly shot at when he tried to pluck some almonds from the premises, housing the residential quarters, and succumbed to injuries at the Government Hospital.

The army spokesperson on Sunday maintained there was no armed guard inside the entire colony, located in the Island Ground locality near the State Secretariat.

01) Yesterday/s Army's initial reaction was to deny stating that it was a residential area, guarded by only unarmed private security guards.

02) Now, the ground verification proved that the bullet came from the direction of the residential quarters.


03) It is obvious someone living in the arty residential quarters must have, ruthlessly, fired the 13-year old Dilshan, for trying to pluck a mango - using either service or private weapon.

04) Whoever it is should be prosecuted for murder under Criminal Laws.

The Central Bureau of Investigation (CBI), probing the 2G spectrum allocation scam, has received representation from various eminent persons, including a former Chief Justice of India and a former Solicitor-General of India, who have given their views about the Ruias, owner of Essar business conglomerate.
Essar group has been linked with Loop Telecom that got licenses in 21 circles in January 2008.
In February this year, the CBI had questioned Essar group CEO Prashant Ruia in connection with the alleged role of the company with Loop Telecom. The agency had quizzed him about the alleged association of Essar with Loop Telecom which came under scanner of the CBI which had registered the case in October 2009.

Police in India say they have asked two members of a trust linked to guru Sri Sathya Sai Baba to explain the source of a large amount of cash.
They say they recovered 3.5m rupees ($80,000) from a car in the southern state of Andhra Pradesh on 19 June.
Police say the trustees have been given three days to respond to their request.
One of the trustees has told the BBC the money was donated by "alumni" of Sai Baba's educational institutions. Sai Baba died in April, aged 84.
He said it was in order to build a tomb in memory of him.

LAKHIMPUR, UP Police Brutality: UP govt orders probe into Lakhimpur girl ‘murder’ case!

Under fire from opposition parties over the law and order situation, the Uttar Pradesh government has ordered a CB-CID probe into the alleged rape and murder of a 14-year-old girl in Lakhimpur district.
An FIR has been lodged against a sub-inspector and two policemen for tampering with evidence. The government has also ordered a fresh post—mortem of the victim by a panel of doctors from other districts.
Missing since Friday evening, the girl was found hanging from a tree inside the premises of Nighasan Police Station. The victim’s mother in her complaint had alleged that the girl was raped and murdered.
01)  Only yesterday, the Superintendent of Police, DK Rai said "The post mortem report mentioned asphyxia, as a result of hanging, the cause of death which rules out the allegation of murder".  DK Rai, along with his Dy.S.P. of that Thehsil should be booked for aiding of 'tampering of evidence' and should be shunted out of the District, if we are to expect a free & fair CB-CID investigation.
To give clean chit to his minions, Mr. Rai, definitely, has a cheek:  rapists could very well hang the victim also; asphyxia doesn't rule-out murder.
02)  All the police personnel of Nighasan Police Station have been merely suspended, whereas they all should be put behind bars:  if they could tamper with evidence, they can as well bump off the 6 years Armaan, the kid brother of the slain girl, who happens to be the sole-witness to the gory event.
03)  And more importantly "Armaan life" to be secured from all forms of threats.
