LOK PAL BILL: Govt draft on Lokpal Bill excludes PM!

The government draft on Lokpal Bill, which is expected to be considered by the Cabinet this week, does not include the Prime Minister in the purview of the Ombudsman but the final call on the ticklish issue will be taken by Parliament and its Standing Committee.
Disclosing this, Home Minister P. Chidambaram said the bill will be introduced in Parliament in the Monsoon session starting on August one.
The government's draft has been prepared by the Department of Personnel and Training (DoPT), which is the nodal ministry, and the issue is likely come up before Cabinet this week or early next week.
"Once the Cabinet approves the draft, with or without changes, that is the government's draft that will be introduced in Parliament. So we will introduce the Lokpal Bill in the Monsoon session of Parliament," he told PTI here.
On the controversial question of bringing the Prime Minister's post in the ambit of Lokpal, Chidambaram said: "According to present thinking, and subject to change by the Cabinet, the government's draft keeps out the Prime Minister.

Levi Aron told police that he took 8-year-old Leiby Kletzky to a wedding in upstate New York after the boy became lost Monday while walking to meet his mother.
Leiby’s disappearance set off a frantic two-day search that ended Wednesday with the grim discovery of his dismembered bodyinside a refrigerator in Aron’s apartment and in a Dumpster.
At a press conference Thursday, New York City Police Commissioner Raymond Kelly said detectives confirmed that Aron attended a wedding in Monsey, N.Y., on Monday. Kelly said that wedding guests and workers at the catering hall did not see the boy.
Leiby had encountered Aron on a street corner in Brooklyn’s Borough Park section around 5:30 p.m. Monday after becoming lost while walking to meet his mother seven blocks from his Brooklyn summer camp. Although Aron told police that Leiby went with him willingly and remained with him voluntarily, Kelly said that ligature marks on the boy’s wrist may indicate the boy was held against his will.
Aron told detectives that he first met Leiby when the boy was asking for help finding a religious book store. When they couldn’t find the store, Aron told detectives the boy agreed to accompany him to the wedding upstate.

Lok Pal Bill: Another version of Lokpal Bill from civil society to be released!

Team Anna’s Lokpal draft would soon have a rival from another section of civil society and could be more accommodating for the government.  The National Campaign for People’s Right to Information (NCPRI), an umbrella body of RTI activists including members of Team Anna Arvind Kejriwal and Pras hant Bhushan, will come up a comprehensive package on tackling corruption including a lokpal bill.

"A sub-group is finalizing a lokpal bill draft along with others measures to deal with corruption," said Venkatesh Nayak, co-convener of NCPRI, adding that it was difficult to agree with everything what Team Anna did after April 2011.

The decision to draft a parallel civil society Lokpal Bill was taken after Team Anna did not include any of NCPRI’s suggestions in the Jan Lokpal Bill placed before the joint drafting committee in April. The drafting committee failed to reach any agreement this week. 

Ouch, till Yesterday there were dissensions between the Team-UPA and Team-Anna, now there are dissensions within Team-Anna!
