Mayawati allocates Rs.50 crore for her security, home!

Amount earmarked for purchase of 20 bullet proof Ambassador cars and 10 jammer vehicles.

Uttar Pradesh Chief Minister Mayawati's supplementary budget has an allocation of more than Rs.50 crore essentially for her personal security and comfort.
This came to light in the state assembly here when a supplementary budget of Rs.10, 879 crore was tabled on Tuesday. Barely four months back, the assembly had passed the state's annual budget of Rs.1.65 lakh crore for the financial year 2011-2012.
As per the provisions, a total sum of Rs.26 crore has been allocated towards enhancement of her personal security. The amount has been earmarked for purchase of 20 bullet proof Ambassador cars and 10 jammer vehicles.
Significantly, another Rs.23 crore is sought for a bungalow built for her post-chief ministerial days at a whopping cost of about Rs.54 crore.
In keeping with the Uttar Pradesh government's tradition of allotment of a place of residence to all former chief ministers, the bungalow was allotted to Mayawati during her first stint.

The Comptroller and Auditor General has slammed Uttar Pradesh Chief Minister Mayawati for incurring an “extra” expenditure of Rs 66 crore on her two dream projects - B R Ambedkar and Kanshi Ram memorials Lucknow.

The auditor said a sum of Rs 15 crore was wasted transporting stone blocks used in the memorials from Lucknow to Rajasthan and back. An avoidable expenditure of more than Rs 22 crore was also incurred by revising contracts.

The two projects - Bhim Rao Ambedkar Samajik Parivartan Sthal (DASPS) and Manyawar Kanshi Ram Smarak Sthal (MKRSS) were executed by government body Rajkiya Nirman Nigam (RNN).

Noting that the initial outlay for the two works was Rs 881.22 crore, which included Rs 366.82 crore for DASPS and Rs 514.4 crore for MKRSS, the CAG in a report tabled in the UP Assembly on Friday said due to frequent changes in drawings/estimates and addition of new works, total sanctioned cost of the projects as revised upto December 31, 2009 was Rs 2451.93 crore.

Against this funds of Rs 2261.19 crore were released by the State government between November 2007 to December 2009.

“The Mayawati Government had erred in acquiring the land by denying the land owners their right to raise objection”
In a fresh jolt to the Mayawati Government in Uttar Pradesh, the Supreme Court on Wednesday quashed the State's move to acquire private land by invoking the “emergency clause” in Jyotiba Phule Nagar for construction of a district jail.
A Bench of Justice G. S. Singhvi and Justice H. L. Dattu said the State had seriously erred in acquiring the land by denying the land owners their valuable right to raise objections and being heard to express their grievances.
The Court had recently quashed the State Government's acquisition of vast tracts of land in Noida, a decision which had hit hard major real estate developers and thousands of house owners who had invested in these projects.

Rape victims to get financial assistance
Under the scheme, victims will be provided financial assistance up to Rs 3 lakh.

A day after five rape cases were reported within a span of 48 hours in the Capital, the ministry of women and child development came up with a scheme to compensate the victims by providing them financial assistance of up to Rs 3 lakh.
The scheme was announced after the Delhi High Court rapped the Central and the state governments for the delay in setting up a compensation scheme for rape victims. The court ordered the implementation of the scheme within the next six weeks.
Under the scheme, if a rape case is prima facie made out, the victim will receive an interim financial assistance of Rs 20, 000 within 15 days.
After giving due consideration to the physical injury and emotional trauma faced by the victim, she will be provided with further financial aid up to Rs 50,000.
However, in view of the rampant trend of rape victims turning hostile or going missing after lodging the FIR, the major chunk of the compensation amount- Rs 1.30 lakh - will be handed over to the victim only after she makes the final deposition before the court.
Get Raped and collect money shouldn't become the philosophy of the Government, it should also ensure that the adequate security is provided to the weaker sex and also punish, severely, the Rapits!

Under attack by the Opposition over rape incidents in Uttar Pradesh, Chief Minister Mayawati has called a high-level meet of state officials on June 27 and also announced amendments to the Criminal Procedure Code making harsher provisions for the guilty.
“Keeping in view incidents of rape and other crimes against women, my government has decided to effect some important amendments in the CrPC,” Ms. Mayawati told reporters here.
She said section 437 and 439 of the CrPC would be amended to ensure the trial is completed within six months and the cases of assault will be made non-bailable.
“Provision will be made that the accused does not get bail till the time he is proved innocent,” she said.
Ms. Mayawati said that an ordinance to this effect was being forwarded to the governor.
At last, Maya has woken upto the gravity of the situation.  If all the measures as she detailed are incorporated into Criminal Procedure Code, the culprits would be appropriately punished.
Along with the measures as detailed, the law should also be amended to ensure tough punishments to the Police personnel who fail to register such cases and delay the investigation to allow the accused escape or try to erase the evidence!

Dalit girl murder: BSP MLA, two others get life terms!

BSP MLA and former Uttar Pradesh Minister Anand Sen and two others were today sentenced to life imprisonment by a special court for murdering a Dalit girl student four years ago.

Pronouncing the verdict, Judge Matambar Singh also slapped a fine of Rs 20,000 each on the MLA and his driver Vijay Sen and Rs 15,000 on Seema Azad, an associate of the legislator.

The Dalit girl Shashi, a law student in Faizabad, went missing in October 2007.

Her father Yogender Prasad alleged that the then BSP minister Anand Sen had abducted and killed his daughter.

Justice, albeit delayed, but done!
