Days after being linked to a massive global hacking campaign, the Chinese government has blamed India and the United States for targeting the country in thousands of cyber attacks over the past year.

An official report released on Tuesday claimed that about half of 493,000 cyber attacks on the websites of the Chinese government and other agencies “originated from abroad, particularly the United States and India.”

It said the attacks were in the form of malicious “Trojan” software, with 14.7 per cent linked to Internet Protocol addresses (IPs) in the United States and 8 percent located in India. Around 35,000 web pages, including 4,635 government websites, were targeted in the past year, a 67.6 per cent increase from the year before.

The report was released by the National Computer Network Emergency Response Coordination Centre, which is the Chinese government’s “primary computer security monitoring network”, according to State media.

The release of the report by Chinese authorities comes in the wake of a global investigation into cyber attacks by private cyber security firm McCafee, the findings of which were announced last week. The investigation documented 72 hacks into websites across the globe. On the list were government agencies in India and the U.S., Asian and Western national Olympic committees, the International Olympic Committee and the United Nations.

The former head of the Central Intelligence Agency's Counter Terrorism Center said today that a battered al Qaeda will likely focus more on a new front in their global jihad against the West: cyberspace.

Cofer Black, who spent nearly 30 years with the CIA and was head of the CTC during the Sept. 11 terror attacks, said al Qaeda -- now near "strategic defeat" according to Defense Secretary Leon Panetta -- would likely fall back into "small and agile" tactics, including online attacks.

"They will enter the cyber world because it's comparatively remote, comparatively safer than strapping on a bomb," Black said during his keynote speech at the Black Hat Technical Security Conference in Las Vegas today. The Black Hat conference is an annual convention that attracts thousands of the world's top cyber security experts and hackers alike.

Just last month the British Home Office said in a report that al Qaeda has called on its supports to wage "cyber jihad." The first known terror cyber attack, it says, was an email spamming attack in 2010 that, while relatively primitive, managed to infect the emails of thousands of U.S. and international corporations.

In a speech on July 14, Deputy Secretary of Defense William Lynn III said it was "clear" terror groups were "intent on acquiring, refining, and expanding their cyber capabilities."

View Photo Gallery —  From government agencies to international organizations and firms, a variety of entities have been victims of cyberattacks that analysts say originated in China.

A leading computer security firm has used logs produced by a single server to trace the hacking of more than 70 corporations and government organizations over many months, and experts familiar with the analysis say the snooping probably originated in China.

Among the targets were the Hong Kong and New York offices of the Associated Press, where unsuspecting reporters working on China issues clicked on infected links in e-mail, the experts said.

Other targets included the networks of theInternational Olympic Committee, the United Nations secretariat, a U.S. Energy Department lab, and a dozen U.S. defense firms, according to a report released Wednesday by McAfee, a security firm that monitors network intrusions around the world.

McAfee said hundreds of other servers have been used by the same adversary, which the company did not identify.

But James A. Lewis, a cybersecurity expert at the Center for Strategic and International Studies, said “the most likely candidate is China.” The target list’s emphasis on Taiwan and on Olympic organizations in the run-up to the Beijing Games in 2008 “points to China” as the perpetrator, he said. “This isn’t the first we’ve seen. This has been going on from China since at least 1998.”

Confrontation appears imminent in the Monsoon Session of Parliament beginning on Monday with a combative Prime Minister Manmohan Singh telling the opposition bluntly of having “too many skeletons in its cupboard”, a remark that raised the hackles of the BJP.

“We are not afraid of discussing issues of corruption. The opposition also has too many skeletons in its cupboard. We are not afraid of discussing any issue,” Dr. Singh told reporters after an all party meeting convened by Speaker Meira Kumar on the eve of the Monsoon Session.

Dr. Singh’s remark came in response to a question whether the government was apprehensive of a tough session ahead in view of the Left and the Right making common cause on the issue of corruption and price rise.

Virtually accepting Singh’s challenge, Leader of the Opposition Sushma Swaraj dared the government declaring “let us see who attacks whom from tomorrow“.

She also accused Dr. Singh of starting a confrontation even before the start of the five-week long session.

“See he has started it. The government is free to bring out all the arrows in its quiver. Let us see who has more arrows in its quiver,” she countered.

After two failed attempts to strike Mumbai in September and October 2008, the Pakistani handlers of the 26/11 accused David Headley began planning the attack on India's financial capital 'more closely than ever' in early November that year.

Testifying before a Chicago court on the fourth-day of the trial of co-accused Pakistani-Canadian Tahawwur Rana today, Headley, 50, said the first planned attack was in September, then in October and it finally happened in November.

Sajid Mir, one of Headley's Pakistani handlers, told him that the attack would occur on the 27th night of Ramadan (considered as the night of glory in Islamic calender), which in 2008 would fall on September 29, according to documents presented to the court earlier. However, the plan had to be abandoned as the boat carrying the attackers got stuck on a rock and was destroyed, the court documents said.
