Five alleged members of the Zetas drug cartel have been arrested in northern Mexico and accused of setting the fire that killed 52 people in a Monterrey casino last week, Mexican authorities said today. Two other suspects are being sought.

The five, ages 18 to 37, admitted they participated in Thursday's arson attack at Casino Royale and were members of the Zetas, Nuevo Leon state Gov. Rodrigo Medina said, the Associated Press reports. Some of the suspects had been arrested before for kidnapping or extortion.

China considers legalising secret detentions!

Beijing: China is considering changes to its criminal law that human rights activists said on Saturday would effectively legalise the forced disappearance of dissidents.

Proposed amendments to "residential surveillance" laws would allow police to hold suspects in secret locations in cases involving national security, terrorism or major corruption, the official Legal Daily said this week.

Residential surveillance is a form of house arrest.

Police would need permission from a prosecutor or public security agency to detain people in a "specified location" in such cases when they believe holding them at home could "obstruct the investigation", the report said.

The proposed changes -- part of a broader review of China's criminal procedure law -- would not require police to contact family members of suspects involved in these types of cases if it could hinder their inquiries.

The Metropolitan Police made the announcement as they confirmed that officers have questioned a 35-year-old man, named by sources as Dan Evans, a former News of the World feature writer, on suspicion of intercepting voicemails.
The police chief leading the major investigation into criminal activities at the News International paper expressed her annoyance over the officer's alleged "unauthorised disclosure".
Deputy Assistant Commissioner Sue Akers, in charge of Operation Weeting, said: "I made very clear when I took on this investigation the need for operational and information security. It is hugely disappointing that this may not have been adhered to.
"The MPS takes the unauthorised disclosure of information extremely seriously and has acted swiftly in making these arrests."
About 45 police officers are investigating claims the now-defunct newspaper eavesdropped on the mobile phone voicemail messages of celebrities, royals, politicians and crime victims.
Suspended NOTW journalist Mr Evans was held for questioning on suspicion of conspiring to unlawfully intercept voicemails, sources said.
He was arrested by appointment at a London police station and later bailed until October.

Communist Party of India (CPI) State secretary C.K. Chandrappan has termed the preventive arrest of civil society leaders, including Anna Hazare, denial of the Constitutional right to dissent.

Denouncing the detention of Mr. Hazare and his team ahead of their scheduled indefinite fast against corruption, Mr. Chandrappan told presspersons here on Tuesday that it amounted to denial of the Constitutionally guaranteed democratic rights to dissent and protest.

He said mass protests against the ‘denial of fundamental rights' would sweep the country in the wake of the detention of Mr. Hazare. He said Mr. Hazare had the right to say what he wanted to say. Whether one agreed with some of Mr. Hazare's views and his ‘apolitical politics' could be debated separately, Mr. Chandrappan said, adding that the CPI was of the view that Mr. Hazare should be given the freedom to dissent and protest.

Mr. Chandrappan said hunger strike was a mode of protest practised by Gandhiji and others. Dubbing hunger strike as blackmail was not correct.

The Congress' stand that the Lokpal Bill was under the consideration of Parliament was an excuse. There was a widespread demand for an effective Lokpal, he said.

'Chandy should resign'

Mr. Chandrappan said the Left parties would intensify their agitation seeking the resignation of Chief Minister Oommen Chandy in the wake of the Vigilance court's order for continued probe against him in the palmolein import case.

Netizens including Bollywood stars, poets and writers flooded the social networking sites with messages extending support to Anna Hazare following his arrest for vowing to go ahead with his fast for a strong Lokpal in defiance of prohibitory orders.
Criticising the arrest of Mr. Hazare and his associates, the ‘twitterati’, facebook followers and bloggers broadly felt that government will have to pay a “heavy price” for not allowing citizens to protest which is a “democratic right”.
“Arresting Anna n team is deplorable. The govt has pushed itself into a sorry situation from which it will find difficult to extricate itself,” Bollywood actor and activist Shabana Azmi tweeted.
“We condemn the arrest of Anna Hazare and his team and the ban on the proposed fast. Right to protest peacefully is a democratic right,” she wrote.
Film producer Shekhar Kapoor said, “Arresting Anna Hazare will provoke sporadic violence bec (because) he will not b able 2 control it from prison.”

Chennai: Lottery kingpin Santiago Martin and his brother-in-law Benjamin have been arrested by the Salem city police in Tamil Nadu on charges of land grabbing. The Madras High Court had earlier ordered action against him in the case but the previous DMK government sat on the order.

Martin is known to be close to Karunanidhi. The full extent of the land grabbing allegations against Alagiri's family was revealed by CNN-IBN on Wednesday with documentary evidence. CNN-IBN accessed documents to show how Alagiri's wife Kanthi bought temple land worth over Rs 20 crore for just Rs 85 lakh from a man facing over 50 criminal cases.

London: It wasn't long ago that David Cameron launched what became known as his "Hug a Hoodie" campaign - an initiative born of a public outcry over Britain's ill-behaved youths, and one that ended in ridicule when hooded youths mocked the then opposition leader during a photo opportunity.

Now as prime minister, Cameron is opting for tough love in the wake of Britain's riots.

He has declared anyone convicted in the unrest will be jailed, and he's even warned rioters that they may be kicked out of state-subsidized housing. "We will track you down, we will find you, we will charge you, we will punish you," he said.

Some critics say the hardline stance falls short.

Among them are law-enforcement officials and youth workers who claim Britain has taken too soft an approach to juvenile offenders. Too many receive cautions, which they ignore. Others have been given Anti-Social Behavior Orders, an invention of the previous Labour government which have been derided as largely ineffective, even being used as a badge of honor by delinquent youths. The ones who have ended up in juvenile detention centers often have access to luxuries like PlayStations or computer games.

"There is frustration because a lot of these people are people front-line officers have dealt with before," said Andy Trotter, chief constable of British Transport Police who is helping police with the riots.

"The approach to juvenile justice has often been to use cautions and then further cautions. There's nothing wrong with trying to rehabilitate them, but there has also been this lack of sanction."
Sanction is very much on the minds of police, politicians and judges since four nights of riots wreaked havoc in London and other English cities. More than 1,700 people have been arrested and almost 700 charged in London alone, as officials try to show the rioters - and the British public - that they are in control.

Since Wednesday, several courts around the country sat overnight to dispense swift justice to the accused, most of whom are in their teens or early 20s. Police said about half those charged in London were 18 or under.

Some have pleaded guilty and in most cases received jail sentences - or were sent to a higher court which has the power to impose longer terms of imprisonment. A majority have not been granted bail as they await their next hearing.

To liberal-minded observers, some of the punishments appear harsh. Londoner Nicholas Robinson received six months in jail for stealing a case of water valued at 3.50 pounds ($5) from a looted supermarket. The 23-year-old student had no previous convictions and his lawyer said he took the water on impulse because he was thirsty.

Midnapore: Former CPI (M) minister Susanta Ghosh, a key accused in a case of murder, was arrested on Thursday by the CID after a local court rejected his anticipatory bail.

Chief Judicial Magistrate (Midnapore), Manoj Rai dismissed the conditional bail granted by the court on July 26 to Ghosh, the former Paschim Anchal Unnayan Affairs minister.

The bail was rejected by the magistrate after a report by the CID that the DNA of two out of seven skeletons dug up from near the former minister's residence matched those of the two missing Trinamool Congress supporters, Ajoy Acharya and Raju Sinha.

The magistrate remanded Ghosh to CID custody for seven days.

The interrogation of the former minister, who would be taken to Kolkata, would begin on Thursday night, police said.

Seven skeletons were dug up from near Ghosh's ancestral house at Benachapra in the Garbeta police station area in West Midnapore district on June 2.

An FIR had been filed against the former minister on June 4 at the Anandpur police station after Ajoy Acharya's son claimed that he had recognised his father from the clothes on one of the skeletons.

Two days after a coal-laden cargo vessel sank off the city coast, police on Saturday arrested the captain and chief engineer of the ill-fated ship for ‘carelessness’ and endangering lives of others.

"The sunken ship MV Rak's captain, Arkan Abdul Khalil Yunus (36), a Jordanian, and chief engineer Ioneseu Ion (54), a Romanian, were arrested under the IPC Section 336 (act endangering life or personal safety of others)," said Bharat Bhoite, Inspector at Yellow Gate police station.

On Friday, the police had registered an FIR against the owner, captain and the crewmembers of the vessel.

"The carelessness of the captain, who is the in-charge of the ship, and the chief engineer, who should have taken care of technical aspects of vessel, has caused the ship to go down the water," said Bhoite.

The police did not comment when asked if more arrests were likely, but maintained they would continue to take appropriate actions as the probe progressed. 'MV Rak', which was on its way from Indonesia's Tutung to Dahej in Gujarat with 60,000 tonnes of coal, had a 30-member crew of Indonesian, Jordanian and Romanian nationalities, who were rescued by the Indian Navy and Coast Guard personnel before it sank on Thursday.

In the continuing crackdown by AIADMK government on land grabbing, the personal assistant of former DMK minister Pongalur N. Palanisamy and a DMK general council member were among four arrested on Friday on charges of land grabbing at Chettipalayam area on the city outskirts.

The arrests followed a complaint from one Gunasekaran of Peramanallur near Tirupur that the PA, Nagaraj, DMK General Council member Pasupati and two others that they had grabbed one and half acres of land belonging to him in Perur Chettipalayam, worth over Rs. one crore by forging documents.

Based on the complaint, Nagaraj, Pasupati, Meenkadai Siva, recently released on bail facing another land grabbing case and real estate broker, Venugopal were arrested, police said.

All of them were produced before the judicial magistrate, Satyamurthy, who remanded them to 15 days judicial custody.

Several DMK leaders, including former Tamil Nadu Ministers N.K.K.P. Raja and Veerapandi Arumugam have been arrested on land grabbing charges

Senior NCP leader Jitendra Deshprabhu was arrested in an illegal mining case, minutes after a court rejected his anticipatory bail petition on Thursday.
As Additional District and Sessions Court rejected the anticipatory bail plea filed by Mr. Deshprabhu, the party’s national secretary, he was taken to Goa Crime Branch office at Dona Paula where he was placed under arrest, police said.
The NCP leader is the prime accused in the multi-crore illegal mining case wherein iron ore was illegally extracted from his property (an open plot) at Pernem taluka.
The Crime Branch, investigating the case, has already rounded up Gitesh Naik, a person working with Mr. Deshprabhu as a contractor to transport the ore.
Mines and Geology Department had earlier confirmed the illegal ore extraction and slapped a Rs 1.7-crore fine on Mr. Deshprabhu whose party is part of Goa’s ruling Congress-led alliance. The high-profile leader from North Goa had ignored three summons issued against him to appear before the Investigating Officer.
