Ex-Punjab CM Amarinder Singh seeks clemency for Devinder Pal Singh Bhullar!

Chandigarh/ Bhatinda, May 29(ANI): Former Punjab Chief Minister Amarinder Singh on Sunday sought clemency for death row of convict Devinder Pal Singh Bhullar after his mercy petition was rejected by President Pratibha Patil.
Singh said that killing Bhullar would not solve the problem.
"The man has spent ten years in prison. You can keep him in prison but by killing another man you are not solving a problem. I am against capital punishment," Singh told reporters in Chandigarh.
I am not surprised Capt. Amarinder Singh was voted out of power, by the Punjabis, in 2007.
Clemency is meant for the rarest of rare cases where the honorouble President considers, despite the conviction and the confirmation of the death sentence by the Supreme Court, the appellant deserved to be spared from the 'death row'.
Devinder Pal Singh Bhullar was sentenced to death by a trial court on August 25, 2001, for attempting to assassinate IPS officer Sumedh Singh Saini, the present Punjab Vigilance Bureau Chief Director, in 1991 and then Indian Youth Congress president M S Bitta in 1993. He was also found guilty of having caused the death of nine persons in a bomb blast on September 11, 1993.
