(CNN) -- A Syrian human rights group says eight premature infants dependent on incubators died after authorities cut power to a hospital in the embattled city of Hama as part of a renewed crackdown on anti-government demonstrators calling for an end to President Bashar al-Assad's reign.

The babies died at Hurani Hospital in the northwest Syrian city on Wednesday, Rami Abdul-Rahman, president of the London-based Syrian Observatory for Human Rights, said Sunday. Abdul-Rahman cited information provided by a hospital employee who fled the city on Saturday.

CNN cannot independently verify the account. The Syrian government could not immediately be reached for comment.

The allegation came as reports surfaced that Syrian troops rolled into the northeastern city of Deir Ezzor with tanks and bulldozers and stormed the western town of Hula early Sunday morning.

Four civilians were killed in two neighborhoods in Deir Ezzor after Syrian troops raided, according to Abdul-Rahman, who confirmed the names of the deceased with sources on the ground.

Kuwait and the Cooperation Council for the Arab States of the Gulf, a union of countries located on the Arabian Peninsula, called Sunday for an end to the violence in Syria.

In a written statement, the council called on Syria "to put an end to the bloodshed and resort to wisdom, and make serious reforms necessary." Kuwait's Foreign Ministry, in a separate statement to state-run news agency KUNA , demanded Syria "initiate real reforms that meet the legitimate needs of the Syrian people."

Russia cut off electricity supplies to Belarus at midnight Tuesday until Belarus fully repays its 1.2-billion ruble ($43 million) outstandings, Russia's electricity export monopoly Inter RAO said.
Russia had extended till Tuesday evening the deadline for Belarus to pay off its electricity debt for April and May, threatening to cut off supplies if it does not, but no payment was made.
"As of 10 p.m. Moscow time no payment for electricity was made... We confirm that from June 29, at 00:00 Moscow time we completely cut electricity supplies to Belarus. We are waiting for Belarus to make the next payment in the next few days," an Inter RAO official told RIA Novosti.
Inter RAO halved electricity supplies to Belarus June 9 as a warning and then threatened to cut off exports June 22 as Belarus's utility Belenergo continued to run up debts amid an economic crisis in the former Soviet republic.
Belenergo transferred 600 million rubles ($21.2 million) June 15 as debt payment for March.
Inter RAO said June 21 it had delayed cutting off power supplies until June 27 after negotiations, and later extended the deadline until midnight June 28-29.

During the dissolution of the Soviet Union, Belarus declared independence on 25 August 1991 but, hasn't become fully independent of Russia, in terms of economic dependence.
