New Delhi: Union Science and Technology Minister and former Maharashtra chief minister Vilasrao Deshmukh has been appointed by the Government to negotiate with Anna Hazare and his associates. The decision to appoint Deshmukh to start talks with Team Anna was taken after he met Union Finance Minister Pranab Mukherjee and Agriculture Minister and Nationalist Congress Party chief Sharad Pawar on Tuesday.

Deshmukh has had the experience of dealing with Hazare during his stint as Maharashtra's chief minister.

The Government is also discussing various other options to break the Lokpal deadlock.

Prime Minister Manmohan Singh has called an all party meet and sources say that the Centre may also bring the prime minister's post under the ambit of the Lokpal.

At the all-party meet the Government will try to get the Opposition parties to support the idea that Team Anna cannot be allowed to bypass Parliament on the Lokpal issue.

New land use policy to put a ban on the purchase of multicrop farms

A NATIONAL land use policy is being crafted to put a blanket ban for 10 years on the purchase of any agricultural land used for more than one crop in a year. The draft is being prepared by the Ministry of Rural Development headed by Vilasrao Deshmukh.

Such multicrop farm land will be declared ‘reserved’ for agriculture on the lines of the reserved forest areas and it cannot be used for any other purposes except agriculture. Also, no polluting industry will be allowed to be developed in its vicinity.

The legislation, under preparation, would ensure 40 to 50 per cent of agri-land remains out of bounds for government and private acquisitions for industrial and housing projects for the next 10 years. It envisages revision of the land policy after ten years.

I do not see any rational behind the bar of only 10 years; it should be for all time to come!

A blame game involving two former Maharashtra Chief Ministers erupted over Adarsh housing scam on Monday with Ashok Chavan saying the prime land was sanctioned by Vilasrao Deshmukh, now Union Minister, and he had no role to play.

In an affidavit before the Commission probing alleged irregularities in the controversial Adarsh project, Mr. Ashok Chavan also said he was not involved with any recommendation to include civilian members in the building meant for armed forces personnel in upcale Colaba area.

Mr. Ashok Chavan, who had to step down as Chief Minister last year following Adarsh controversy, was the Revenue Minister from 1999-2003 when land was allotted to the housing society. Mr. Deshmukh was the Chief Minister during that period.
