Anna Hazare’s fast on the issue of Lokpal cast its shadow on Parliament today with both Lok Sabha and Rajya Sabha witnessing opposition uproar over widespread corruption as revealed by several scams.

As soon as the two Houses met, BJP members pressed for suspension of the Question Hour to discuss the serious situation caused by lakhs of people in the country coming out on the streets to protest against corruption.

Amid noisy scenes, both the Houses were adjourned till noon.

In the Lok Sabha, Leader of the Opposition Sushma Swaraj said she has given notice for suspension of Question Hour, claiming that the government cannot wash its hands off the protests which were culmination of “corruption resorted to by the government“.

“Scams after scams are being revealed ... the Adarsh society followed by 2G, CWG, Air India and now the KG Basin.

An UPA ally, NCP, on Thursday joined the opposition in charging the Government with adopting a “soft approach” towards terrorism.

Participating in a discussion in the Rajya Sabha on growing incidents of terrorism in the country, Yogendra P. Trivedi (NCP) said, “We are probably too soft in handling terrorism. Killers and terrorists should not feel India is too soft on them.”

There have been several terrorist attacks in the country in the last decade, he said, adding “This has become something which is common and people have become resilient.”

Mr. Trivedi said it is the primary duty of the state to protect its citizens. Giving an example of a ship lying abandoned on the Versova coast, he wondered “how a ship could come all the way to Versova coast without anyone knowing about it.”

Favouring more investigative powers to the police, the NCP leader strongly advocated that mercy petitions should not be kept pending for long.

Mr. Trivedi’s comments assume importance in the wake of Maharashtara Chief Minister Prithviraj Chavan stating after recent Mumbai blasts that the State Home Minister should have been from the Congress party.

Govt terrorist-friendly

Participating in the debate, senior BJP leader Mukhtar Abbas Naqvi charged the Government with promoting “terrorist-friendly” policies.

“Don’t hold only minorities responsible for all terrorist attacks,” Mr. Paswan said pointing out that CBI reports say Abhinav Bharat was responsible for 2008 Malegaon attack and the RSS for the 2007 Mecca Masjid blast in Hyderabad.

The government is considering a proposal to extend Employees Provident Fund Scheme to all companies with over 10 employees, the Parliament was informed on Wednesday.

“The proposal is under examination and consideration of the government,” Labour and Employment Minister Mallikarjun Kharge said in a written reply.

At present the EPF Act has provisions that any factories or establishments having 20 or more employees have to contribute to the EPF.

But government and Opposition differ on rules under which discussions will be held in Parliament

The United Progressive Alliance (UPA) government and the Opposition have agreed to discuss key issues — price rice and corruption and black money — in the monsoon session of Parliament, which began on Monday. But Parliamentary Affairs Minister Pawan Bansal said the two sides still need to narrow down differences on the rules under which these issues would be discussed. “I hope we will come to an understanding over the next couple of days,” he told journalists.

The principal opposition party, the Bharatiya Janata Party, would like the two issues to be discussed under Rule 184 in the Lok Sabha and Rule 167 in the Rajya Sabha, both of which entail voting, while the government is making a pitch to discuss them under Rule 193 in the Lower House and Rule 176 in the Upper House, neither of which involves a determination by the Houses.

Motion on corruption

Leader of the Opposition Sushma Swaraj, however, told journalists that while the government had no objection in principle to the NDA's proposal to table a motion under Rule 184 on price rise, it would like to see the wording of another proposed motion under the same rule, on corruption, before spelling out its position. Government sources confirmed that they were waiting to see the wording of the Opposition's motion on corruption before taking a view on it.

There was also the possibility of a common resolution emerging from the discussion, government sources added. But suggestions that a unanimous resolution asking the government to take steps to control price rise had not found favour with the Opposition as an earlier effort made no impact.

Pranab’s assurance

Ms. Swaraj said Leader of the House Pranab Mukherjee had assured her and NDA Working Chairman L.K. Advani at a meeting on Sunday that the government would consider their motion on corruption. “We intend to table a motion in the Rajya Sabha on both price rise and corruption under Rule 167,” she said. “We hope the government would show flexibility on our demand for a discussion on the corruption under a rule that entails voting.”

The Lok Sabha was on Monday adjourned for the day after paying tributes to former Haryana Chief Minister and sitting member Bhajan Lal, who died during the inter-session period. In the Rajaya Sabha uproarious scenes were witnessed over the government’s handling of the corruption issue.

As soon as the House met on the first day of the monsoon session of Parliament, Speaker Meira Kumar made obituary reference to Lal, a member from Hissar, who died on June 3.

She described him as an able administrator and champion of the causes of the masses and worked for the uplift of the weaker sections throughout his political career spanning over four decades.

The House also made obituary references to former members Dharmabhiksham, Sribatcha Digal, Sripal Singh Yadav, L S Tur and Chaturanan Mishra.

The House also mourned the loss of lives in twin attacks in Norway, the terrorist attack in Mumbai on July 13, train accidents at Thanagaon on July 7 and at Fatehpur, both in Uttar Pradesh, on July 10.

“I am sure the House would join me in expressing grief over these terrorist attacks and tragic accidents,” Ms. Kumar said.

The members observed silence for a while before the House was adjourned for the day.

Adjournment in RS

The BSP and the Opposition BJP forced adjournment of the Rajya Sabha protesting delay in introduction of new law on land acquisition and scams, including 2G spectrum.

Issues like price rise and early passage of the Land Acquisition Bill rocked Parliament on Tuesday leading to adjournment of both Lok Sabha and Rajya Sabha till noon.

Immediately after the Lok Sabha paid tributes to two former members who passed away recently, BSP members led by Shafique Rehman Barq, walked into the well shouting slogans and displaying placards. They were demanding early passage of the Land Acquisition Bill to provide relief to farmers.

The Samajwadi Party members too were on their feet, demanding dismissal of the BSP government in Uttar Pradesh while pressing for the Land Acquisition Bill.

Some SP members too walked into the well and shouted slogans against the Mayawati government.

Speaker Meira Kumar asked the members not to display placards as the rules did not permit it. She adjourned the House till 12 noon as the members continued their protest.

Oath

In the Rajya Sabha, soon after AIADMK member A. William Rabi Bernard took oath, M. Venkaih Naidu (BJP) stood up and wanted to know the fate of his party’s notice for suspension of Question Hour to discuss price rise.

The Monsoon Session of Parliament will be held from August 1 to September 8.

A decision to this effect was taken at a meeting of Cabinet Committee on Parliamentary Affairs (CCPA) headed by Finance Minister Pranab Mukherjee.

After the meeting, Parliamentary Affairs Ministers Pawan Kumar Bansal said that the Committee decided to recommend to the President to convene the session from August 1.

“The CCPA has decided to recommend to the President for summoning the session of two houses of Parliament on August 1 and given the contingencies and exigencies of the work, it is likely to go up to September 8,” he told reporters.

Asked why the session was delayed, Mr. Bansal said, “There have been instances in the past also where the session has been held in August.”

I doubt an acceptable Lokpal Bill will be ready by the next session of Parliament or will it be passed in it.

Even if passes the long pending 'Women's Reservation Bill", it would be  a great achievement!
