CHENNAI:  The DMK regime diverted funds earmarked for the welfare of Scheduled Castes to procure television sets for free distribution just before the polls, Minister for Information Technology R B Udhayakumar said in the Assembly on Thursday.

In his reply to the debate on the demand for grant to Information Technology department, Udhayakumar said television sets were procured in six stages through the State-owned ELCOT. “With an eye on polls, 10 lakh television sets were bought by paying `436 (for each set) over and above the price of the 5th stage purchase. An additional expenditure of `43.60 crore was incurred. The fund came from the allocations made for the Scheduled Caste welfare,” he said.

When AIADMK leaders O Panneerselvam and D Jayakumar raised the issue in the Assembly during the last regime, the then Chief Minister M Karunanidhi said he was prepared to face gallows if irregularities were proved in the purchase of televisions.

KOCHI: Funds were being collected by a forum floated in the name of PDP leader Abdul Nasser Madani, an accused in the Bangalore serial bomb blasts, a top police official told the Kerala High Court today.

Director General of Prosecutions Jacob Punnoose submitted that the 'Justice for Madani Forum' was conducting fund drives in various parts of the state.

All district police chiefs had been directed to take necessary legal steps, including registration of case against the concerned, if any specific violation of the provisions of religious institution (Prevention of Misuse Act 1988) was noticed, he said.

Health Min audit shows NRHM funds unaccounted for in UP

With murder of two health officials in Uttar Pradesh bringing to focus misuse of central funds under National Rural Health Mission (NRHM), a Union Health Ministry audit found irregularities to the tune of hundreds of crores in the scheme in the last two years.
A 20-member team, constituted by the Ministry in May this year following complaints of misuse of NRHM funds in Uttar Pradesh, also found anomalies in procurement and civil construction work.
In its 400-page report to the Ministry, the team's audit says "irregularities in procedures were noticed during awarding of contracts for mobile medical units, hospital waste management, hospital cleaning and gardening, safe  drinking water (RO System) etc".
The report also pointed out that "of the Rs 334.62 crore available with the state Director General (Family Welfare) for procurement during 2009-2011, expenditure of only 53% of the funds (Rs 178.65 crore) had been reported till May 12, 2011 (a day before the central review team landed)".
"No open tender system was followed to ensure competitive cost-effective bidding and full payments amounting to Rs 244.26 crore were made to project implementing agencies (PIA), without any formal agreement entered into with them in 2010-11," the central audit also points out.
The audit report also noticed "poor monitoring of progress of civil construction and absence of penal action against defaulting firms for delay in completion of works".
The review team report also points to lack of advance planning prior to procuring vehicles under the Emergency Medical Transport Services (EMTS).

IMF releases new funds for Greece bailout

The International Monetary Fund said Friday it was releasing 3.2 billion euros ($4.6 billion) to Greece but warned there was "no margin for slippage" in the country's reform program.
The funds, part of the 110 billion euro joint bailout with the European Union for the debt-stricken country, came as Europe's leaders and banks struggle to achieve an ostensibly voluntary restructuring of the country's debt to relieve pressure on Athens and avert a forced default.
The IMF said Greece was making "some progress" to get back on a sustainable fiscal path, but stressed the government had to press ahead on reforms required under the IMF-EU program.
But it also said that Europe's richer countries needed to keep up their backing for Athens.
"Greece's debt sustainability hinges critically on timely and vigorous implementation of the adjustment program, with no margin for slippage, and continued support from European partners and private sector involvement," new IMF chief Christine Lagarde said in a statement.
Lagarde said the Greek bailout is "delivering important results," and the Fund predicted the country would return to positive economic growth in the first half of 2012.
"The fiscal deficit is being reduced, the economy is rebalancing, and competitiveness is gradually improving," she said.
