The son and heir apparent of Libyan leader Muammar Qadhafi, Seif al-Islam, resurfaced free and defiant early Tuesday a day after rebels claimed to have captured him, boasting in a bizarre reappearance that his father’s loyalists still control parts of Tripoli and would crush the rebellion.
Mr. Seif al-Islam’s sudden - even surreal - arrival at a Tripoli hotel where foreign journalists are staying threw the situation in the capital into confusion. It underlined the potential for Mr. Qadhafi, whose whereabouts remain unknown, to lash back even as his grip on power seemed to be slipping fast.
Rebels say they control the large majority of Tripoli, but on Monday they were still fighting pockets of fierce resistance from regime loyalists firing mortars and anti-aircraft guns. Rebel spokesman Mohammed Abdel-Rahman, who was in Tripoli, said the “danger is still there” as long as the elder Qadhafi remains on the run. He warned that pro-Qadhafi brigades are positioned on Tripoli’s outskirts and could “be in the middle of the city in half an hour.”
The rebel leadership seemed stunned that Mr. Seif al-Islam was free. The leadership’s spokesman, Sadeq al-Kabir, had no explanation and could only say, “This could be all lies.”
He could not confirm whether Mr. Seif al-Islam escaped rebel custody, but he did say that another captured Qadhafi son, Mohammed, had escaped the home arrest that rebels had placed him in a day earlier. On Monday, the rebels had said Mr. Seif al-Islam was captured, but did not give details on where he was held. The Netherlands-based International Criminal Court - which indicted Mr. Seif al-Islam and his father - had confirmed his capture.

Baked Samosas

This recipe makes a dozen samosas.

Ingredients

Flour - 1/2 cup
Wheat flour - 1/2 cup
Butter - 1 tbsp, softened
Yoghurt - 1 tsp
Carom seeds, regular cumin - a pinch, crushed
Water at room temperature - 1/3 cup

For the stuffing:

Onion - 1
Ginger-garlic paste - 3/4 level tsp
Green chillies - 1-2 nos
Tomato - 1, chopped
Curry leaves - 1 sprig, sliced
Turmeric, Kashmiri red chilli powder, coriander powder - a pinch
Carrot - 1 small
Green peas - 1/4 cup
Potato - 1, medium
Coriander leaves - 1 tbsp, minced
Lemon juice - A few drops
For the garam masala -
Ajwain/ carom seeds - A pinch
Saunf / Fennel - 1/4 tsp
Clove - 1 no.
Cinnamon - 1 piece
Cardamom powder - 1-2 pinches
Method

In a bowl, sift both flours. Sprinkle salt, crushed carom and cumin. Mix well. Add soft butter, yoghurt and ply the dough , pouring water to make a soft and supple dough. Keep it covered with a moist cheesecloth for an hour.

Meanwhile prepare the stuffing for the samosa cases.

Crush all the items for garam masala to a coarse grainy texture using a mortar and pestle.

Pressurecook carrot, green peas and potato, roughly chopped, in some water for 3 whistles. Drain the liquid and slightly mash this mixture.

In a heavy-bottomed wok, heat 1 tbsp oil. Saute the onion slices, ginger-garlic-green chillies, curry leaves until the onions turn crimson.
Add the tomato cubes and saute until the tomato turns dark. Now, add turmeric, Kashmiri red chilli powder and coriander powder, all in pinches.

Tip in the garam masala. Roast well. Add the crushed vegetables, salt, a pinch of pepper, lime juice. Stir well and take it off the fire.

Check the flavour. If tomato lends enough sourness, skip the lime juice. Sprinkle minced coriander leaves.

Divide the ball of dough into three balls. Roll out as thinly as possible like chapathis. Slice one into four parts with a knife. Take a qaurter. Dab water along the rim and margins. Place a teaspoon of filling in the middle.

Close the dough and press together. You will get a triangle. Press the rim edges in place using a fork. Prepare all the samosa cases this way. Place on a greased baking sheet. Bake at 160 degrees for 1 hour 5 minutes.
At mid-time, brush butter or oil on both sides of the samosas. This step is optional. The samosas will be golden and crisp.

Serve hot with hot and sour tomato ketchup.

President Pratibha Patil on Saturday expressed concern over increasing cost of litigation and asked the lawyers fraternity to fully support free legal services via Legal Aid Cells to the poor.

"Court fees and high fees of lawyers make legal services unaffordable for many. These aspects need consideration. ...Several steps to make free legal service available for the poor ...have been taken.”

"Legal Aid Cells, however, require the full support of the legal fraternity," Patil said while addressing the Golden Jubliee celebrations of the Karnataka State Bar Council.

Approaching a court remains a daunting task for many, since navigation through the legal processes is not only complex but also expensive, she said.

The President also asked lawyers to find time to provide legal services to the vulnerable and the poor.

Stressing on the need to set up village-level courts, Patil said: "We should also move forward decisively to establish Gram Nyayalays at the grass roots level. This would provide access to justice at their doorsteps."

Such Gram Nyayalayas would also address many difficulties of the rural population, in particular, commuting to and from courts, she added.
