MINING SCAM: Now, a coal scam unearthed in Chhattisgarh, MP!

New Delhi: CNN-IBN unravels a Bellary-like coal scam in Chattisgarh and Madhya Pradesh, where Prakash Industries, a heavyweight in the mining and steel sector, forged documents to get coal mines allocated in both the states and diverted nearly 50 per cent of coal to the black market.

For the Reddy brother's in Karnataka, the modus operandi was simple - extract more than stipulated iron ore from the mines in Bellary and sell them off in the black market. Now, Prakash Industries has indulged into a similar scam in Chattisgarh and Madhya Pradesh.

Prakash Industries Limited, the company under the scanner, is owned by Ved Prakash Agarwal, brother of jai Prakash Agarwal who runs a BJP-backed NGO Surya Foundation.

An ongoing investigation by CBI shows that Prakash Industries, a heavyweight in the mining and steel sector, was allotted coal blocks in Chattisgarh and Madhya Pradesh in connivance with officials from Coal and Steel ministries after submitting forged and fabricated documents.

In north Chhattisgarh's Korba district, Prakash Industries emptied out the entire Chotia coal block, ostensibly for expanding their sponge iron plant. But CBI investigation shows that the expansion never happened, and the company diverted nearly 50 per cent of the entire coal mined to the black market, making thousands of crores.

Encounter killing of village headman sparks unrest in Dantewada!

A set of well thumbed photographs are being passed around by protestors gathered outside the Sukma post-office in Chhattisgarh’s Dantewada district. The first is passport-sized, of a well-built, thirty year old man called Madkami Massa in a pale blue shirt smiling into the camera, the other grainier image shows Mr. Massa’s contorted corpse on a white slab – his right arm severed at the elbow, his chest pierced by a bullet.
For the past week, Mr. Massa’s violent end has brought residents from his village of Chikpal out onto the streets. On August 6, the Chhattisgarh police claimed to have killed an armed and uniformed Maoist guerilla and recovered his body during an early morning raid in Neelavaram village in Dantewada district. Two CRPF constables were injured during an exchange of fire and were admitted at the government hospital in Sukma. The body of the slain guerilla was kept at the morgue, autopsied and buried. Four days later, the body was identified as Mr. Massa on the basis of police photographs.
Chikpal’s residents insist that Mr. Massa was picked up from his village on August 5, a day prior to the alleged firefight, taken to the Central Reserve Police Force camp at Kerlapal and shot the next day in a staged encounter. Villagers say that Mr. Massa was the ‘Mukhiya’ of Chikpal, a hereditary social position like a village headman, and had no connections with the Maoists. While Dantewada’s Superintendent of Police, Ankit Garg, and the CRPF maintain that the operation was genuine, the villagers are supported by statements from local politicians, their Congress MLA, Kowasi Lakma, and former MLA Manish Kunjam.
If the allegations are true, Dantewada’s security forces could be responsible for the illegal detention and summary execution of a young adivasi man.
“CRPF soldiers from Kerlapal came to Chikpal at about 12 o clock on August 5,” said resident Irma Ram Markami in a recent interview, “They gathered everyone and shouted at us for not helping build the new CRPF camp. They warned us not to support the Maoists and then started searching some of the men.”

  • The post-Malkangiri collector hostage crisis period has seen a sudden spurt in violence in the Maoist-hit districts of Orissa. At least 22 persons, including nine tribals and nine security personnel, have been killed by the rebels while 45 civilians have allegedly died in anti-Naxal operations.
    As it appears, the rebels have changed their strategy since the February 16 abduction of ex-Malkangiri collector R. Vineel Krishna and junior engineer Pabitra Mohan Majhi — they have no longer confined themselves to their old tactic of killing constables and home guards only, but also indulging in destroying public property, looting people, blocking traffic on highways and attacking families whom they suspected to be police informers.
    The state government, which conceded to all the 14 demands of the Maoists to secure freedom of the ex-Malkangiri collector and junior engineer from the Maoists, has faced severe flak from all quarters for failing to initiate serious action against the extremists.

    Maoists on Sunday blew up a police vehicle in a landmine blast and ambushed BSF personnel killing five security men and injuring six others in two separate attacks in Dantewada and Kanker districts of Chhattisgarh.
    "Ultras blew up a Bolero (SUV) in a landmine blast near Kirandul, 6 km from here, in Dantewada district this evening. Three policemen were killed and an equal number were injured," ADG (Naxal operation) Ramnivas said. One policeman was reported missing.
    Additional police forces have been rushed to the spot after the blast and search operation started in the area, he added.
    Earlier in the day, two BSF jawans were killed and three injured in the naxal ambush in Kanker district.
    SP Kanker Rahul Bhagat said on phone that a joint patrolling team of the BSF and the district police from Koylibeda, was ambushed near Sulangi village by around 150 naxals in which two BSF jawans -- a head constable and a constable -- were killed on the spot while three others, including a special police officer, were injured.
