Karnataka Lokayukta and one of the members of the Joint Committee for drafting Jan Lokpal Bill, Justice Santosh Hegde, on Wednesday alleged that the Government was ‘preventing’ the drafting of a strong anti-corruption Bill.
Asked about civil rights activist Anna Hazare’s statement that his fight was not against the government, but against the system, Justice Hegde said on the sidelines of a function here that now, “There has to be a fight against the Government itself” as it was “preventing” drafting of the Bill.
Now, the drafting of Lok Pal Bill is the responsibility of the Joint Committee and both the parties - Government Representatives and members of the civil society should come to the discussion table to complete it as per the deadline. Therefore, neither can throw mud on the other and walkaway from that responsibility and each have to come to the discussion table and complete the draft bill.
And later or in between, it is the duty of the elected government to hold wider consultations before it is formally submitted to the Parliament.
After all, under our present constitution, ultimately, any bill of National Jurisdiction can be converted into an Act. only by the Parliament.
