Are Dog Rights more superior to Human Rights?

Scores innocent children, pedestrians, etc. are being bitten by Rabid stray dogs in Hyderabad.  Yesterday six children were bitten by them and only a couple of days ago one kid died of rabid bite.

The insensitive so-called Dog-Lowers (human haters), Blue-Cross and other such groups of stray individuals / entities go out of the way in letting such rabid dogs into the city, preventing Municipal Authorities from killing them.

My question to Maneka Gandhi, Amala Akkineni and all others of Blue Cross is Are Dog Rights more superior to Human Rights?

Of course they can afford to preach upholding of dog-rights, pig rights and all over those of human-rights, for they live in fenced bungalows, travel only in air-conditioned 4-Wheelers and with entourages, so they would never face the plight of those six children and other such hapless innocents.
