Comptroller and Auditor-General (CAG) Vinod Rai on Monday asserted that the presumptive loss of Rs. 1.76 lakh core arrived at by the organisation vis-?-vis the 2G spectrum allocation was based on sound principles and was within its mandate.
He was responding to specific questions by some members of the Joint Parliamentary Committee (JPC) probing the 2G spectrum scam whether the CAG had exceeded its brief by going into a ‘policy' issue.
The members contended that the loss projected by the CAG was entirely notional as the Telecom Regulatory Authority of India (TRAI) had taken a policy decision that spectrum 800 to 1800 MHz would not be auctioned. The CAG was asked whether his institution had factored in the ‘policy decision' while arriving at the presumptive loss.
The fact that the successor of A. Raja, Mr. Kapil Sibal tried to downplay the CAG estimated loss to the exchequer, on account of 2G Spectrum Scam, of Rs. 176, 000 Crores was 'baseless and the loss was "zero", amply demonstrated the sincerity of the UPA's in investigating the scam to book the culprits.
An investigation has already been started by the Investigation agencies at the instance of the Supreme Court.
I am absolutely blank on why BJP blocked the Parliament, for so long, for the constitution of a JPC. We all know that the politicos in it with their vested interests, in mind, would repeat the same line of argument as that of Kapil Sibal, to divert the attention of the public.
But, they need to understand that the Investigating Agencies are bound to act under the guidelines of the Supreme Court and that they are responsible for the sleaze money amounting to Rs. 35,000 Crores.
