London: Uncensored copies of WikiLeaks' massive tome of US State Department cables circulated freely on Thursday across the Internet, leaving a whole new batch of US sources vulnerable to embarrassment and potential retribution.

The United States, meanwhile, denied ever cooperating with the anti-secrecy group, and blasted Wikileaks for allegedly threatening national security and the safety of confidential informants.

WikiLeaks has blamed Britain's the Guardian newspaper for the breach, saying that an investigative journalist had revealed the password needed to unlock the files in a book published earlier this year. Guardian journalists countered that it was sloppy security at Julian Assange's anti-secrecy website which helped expose the cables to the world.

In a 1,600-word-long editorial posted to the Internet, WikiLeaks accused the Guardian's investigative reporter David Leigh of betrayal, saying that his disclosure had jeopardized months of "careful work" that WikiLeaks had undertaken to redact and publish the cables.

"Revolutions and reforms are in danger of being lost as the unpublished cables spread to intelligence contractors and governments before the public," WikiLeaks said in its statement.

Leigh and the Guardian both denied wrongdoing, and the exact sequence of events WikiLeaks was referring to remained clouded in confusion and recriminations.

It has long been known that WikiLeaks lost control of the raw cables even before they were published. One copy of the secret documents leaked to The New York Times in the fall of 2010, and other media organizations, including The Associated Press, have since received copies independently of WikiLeaks.
But never before has the entire catalog of underacted cables made its way to the Web.

Until recently, WikiLeaks released relatively small batches of files to its partner organizations - dozens of international media and human rights groups - so they could remove information which could put innocent people in jeopardy. Only then were the files posted online.

But with the unredacted cables now sloshing around in the public domain, all that work has effectively been thrown out the window.

In its statement, WikiLeaks laid the blame on the Guardian and an unnamed "German individual."
Leigh, however, told the AP that WikiLeaks' assertion was "time-wasting nonsense."

He acknowledged that Assange had supplied him with a password needed to access the US embassy cables from a server back in July of 2010 - but said that Assange told him the site would expire within a matter of hours.

"What we published much later in our book was obsolete and harmless," Leigh said in an email. "We did not disclose the URL (web address) where the file was located, and in any event, Assange had told us it would no longer exist."

Leigh added that "I don't see how a member of the public could access such a file anyway, unless a WikiLeaks or ex-WikiLeaks person tells them where it is located and what the file was called."

Another Guardian journalist, who once worked for WikiLeaks, said that Assange was to blame, alleging that the 40-year-old Australian had recycled an old password when he republished the encrypted data later. "Personal banking sites tell you not to reuse passwords. WikiLeaks doing the same for a file of such sensitivity is gross negligence," James Ball said in a message posted to Twitter early on Thursday.

Repeated attempts to reach WikiLeaks staffers for further clarification were unsuccessful, although on its Twitter feed the group contested statements by Leigh and others, warning of "continuous lies to come."
To add to the intrigue, WikiLeaks asked its 1 million or so followers to download a large coded file which it said it would decrypt at a later point. Then it threatened to directly publish the entire unredacted archive of State Department documents.

The latest in the WikiLeaks saga caps nine months or revelations which have infuriated and humiliated high-ranking officials across the world. Several people, including the US ambassador to Mexico, have lost their jobs over the disclosures.

The revelations' impact has been debated. WikiLeaks says the cables' release played a key role in setting off the mass movement that has jolted dictatorial regimes across the Arab world and has exposed wrongdoing and double-dealing across the globe.

But American officials have warned that the disclosures could also have had serious consequences for informants, activists and others named in the cables - as well as American diplomacy more widely.

WikiLeaks claimed in its editorial that it had tried to warn the US government about the impending breach. Speaking from Paris on Thursday, State Department spokeswoman Victoria Nuland acknowledged that the group had been in touch, but rejected any suggestion that WikiLeaks had tried to limit the damage from the latest release.

"We have made clear our views and concerns about illegally disclosed classified information and the continuing risk to individuals and national security that such releases cause," Nuland told reporters.
"Wikileaks has, however, ignored our requests not to release or disseminate any US documents it may possess and has continued its well-established pattern of irresponsible, reckless, and frankly dangerous actions," she said. "We are not cooperating with them."

WIKILEAKS: spotlight falls on IUML from http://expressbuzz.com!

THIRUVANANTHAPURAM:  A day after The New Indian Express expose on CPM leaders’  discussions with the top US officials in 2008, a series of disclosures involving the who’s who of various other political parties and mediapersons has come to light. The Indian Union Muslim League (IUML) is  also now being haunted by Wikileaks.

According to the cable 88313 dated September 6, 2006, released by Wikileaks, the reported statement made by IUML leader and Panchayat Raj and Social Welfare Minister M K  Muneer during the conversation with the political counsellor of the US Consulate had blamed ‘discredited IUML leaders’  such as treasurer and Industry Minister P K  Kunhalikutty for shielding the NDF for the latter’s own selfish interests. According to Muneer, the NDF had been infiltrating the IUML despite a party decision in 1999 to resist such moves.

As per the highly critical cable, the NDF may not have developed connections with major terror networks such as the Al-Qaeda, had it not been run by former SIMI activists who were capable of carrying  smaller-scale bombings. The cable said that the Judicial Commission which investigated the 2003 massacre of eight Hindus in Marad, exposed the NDF and IUML workers’ involvement in the planning and execution of the crime. More recently, six members of an “NDF hit team” were sentenced to life imprisonment for hacking to death a communist worker who allegedly molested a girl at Nadapuram near Kozhikode in 2001.

The cable describes NDF was one of the fastest growing, most controversial and secretive Muslim organisations in Kerala. The NDF has consistently opposed US mission activities in Kozhikode, assesses the cable.  They had come up against an outreach exhibit programme of the American Library in 2006, a visit by Consulate officials falsely accusing them of planning to ‘hijack’ a cultural centre in 2004 and against a Consulate Public Affairs seminar on  “Islam and Women” held in 2003.

The then Kozhikode Police Commissioner Balram Upadhyay had reportedly told the counsellor that the NDF   “seems to be spending a lot of money,” but maintained that he has no idea of its sources.

With millions of Keralites working in the Middle East and elsewhere, and billions flowing in through official channels and “Hawala,” the Police Commissioner said it was difficult to monitor all external links of those from Kerala.

When asked about former police Commissioner Neena Rawat’s reported deposition before a judicial commission in 2005 that the NDF had sourced funds form Iran and Pakistan, Upadhyay said: “I cannot deny that the NDF had foreign connections and money sources.”

WikiLeaks Leaves Names of Diplomatic Sources in Cables!

For LEED Consultancy / IGBC Certifications, Green Building Design, Green Homes, Green Factory Buildings, Green SEZs, Green Townships & Energy Audits - www.greentekindika.com

By SCOTT SHANE, nytimes.com / Published: August 29, 2011.

WASHINGTON — In a shift of tactics that has alarmed American officials, the antisecrecy organization WikiLeaks has published on the Web nearly 134,000 leaked diplomatic cables in recent days, more than six times the total disclosed publicly since the posting of the leaked State Department documents began last November.

A sampling of the documents showed that the newly published cables included the names of some people who had spoken confidentially to American diplomats and whose identities were marked in the cables with the warning “strictly protect.”

State Department officials and human rights activists have been concerned that such diplomatic sources, including activists, journalists and academics in authoritarian countries, could face reprisals, including dismissal from their jobs, prosecution or violence.

Since late 2010, The New York Times and several other news organizations have had access to more than 250,000 State Department cables originally obtained by WikiLeaks, citing them in news articles and publishing a relatively small number of cables deemed newsworthy. But The Times and other publications that had access to the documents removed the names of people judged vulnerable to retaliation.

WikiLeaks published some cables on its own Web site, but until the latest release, the group had also provided versions of the cables that had been edited to protect low-level diplomatic sources.

WIKILEAKS, US-India Cables: Congress neither secular nor courageous; BJP opportunistic and exploitative!

SUBJECT: AUTHOR TASLIMA NASREEN: PAWN IN POLITICAL WEB

REF: A. KOLKATA 359 / B. KOLKATA 356

1. (SBU) Summary: Claiming that the Communist Party of India - Marxist (CPM) pushed her to leave Kolkata (ref A), controversial Bangladeshi writer Taslima Nasreen finally settled in a "safe place" in Delhi under the security of the Indian central government. Her flight from Kolkata sparked a political firestorm, with the BJP offering her sanctuary and the CPM, ironically, being seen as anti-secular. After a pounding in the media and the opposition for initially looking the other way during Nasreen's flight, the UPA finally agreed on November 28 to provide her safe shelter in India provided she not engage in political activities. Congress and the CPM continued to snipe at each other while searching for a solution that does not offend their all-important Muslim vote bank. The CPM is being accused by some of manufacturing the controversy in order to drive Nandigram out of the front pages. The Bharatiya Janata Party (BJP) has claimed the secular high ground calling for Nasreen to receive a permanent visa. Adding a farcical tinge to the controversy, noted Muslim-bashing Gujarat BJP Chief Minister Narendra Modi has even jumped on the bandwagon, offering Nasreen protection in his state.

2. (SBU) While on the defensive, the CPM believes this is an easier issue to handle in Parliament than Nandigram, and is probably quietly relieved that her case has pushed the Nandigram massacres from the front page. The Congress wants to push the issue under the rug. The BJP holds the upper hand and will milk the controversy dry. As for the author, she has said Kolkata is her home and she would prefer to live there, but the CPM, it seems, despite its high-minded rhetoric about looking after the little guy, has no space in that teeming city for a female author fleeing an unjust fatwa and threats to her life in Bangladesh. In the end, this episode further exposes the CPM for the hypocritical authoritarians that they really are. End Summary

Intolerance Rears its Ugly Head

3. (U) The storm surrounding controversial Bangladeshi writer Taslima Nasreen began on November 21, a few days after the Nandigram killings (ref B). Nasreen and Nandigram became linked after All India Minorities Forum president Idris Ali led a protest against CPM's actions in Nandigram and demanded Nasreen's Indian visa be revoked for what he claimed were her anti-Islamic writings. Protesters fought a pitched battle with Kolkata police causing numerous injuries but no fatalities. To quell the violence, the CPM government of West Bengal (GOWB) called for Nasreen to "leave the state." (Note: Nasreen, who travels on a Swedish passport, faces death threats from fundamentalists in Bangladesh, her country of birth, for her writings. Her Indian visa expires February 17, 2008).

WIKILEAKS: Chinese pay bribes to win Hambantota contracts - US Embassy Cable!

For LEED Consultancy / IGBC Certifications, Green Building Design, Green Homes, Green Factory Buildings, Green SEZs, Green Townships & Energy Audits - www.greentekindika.com

sundaytimes.lk / THURSDAY, 25 AUGUST 2011 21:44.

A US embassy cable just leaked by whistleblower Wikileaks has revealed that the US believed Chinese were bribing Sri Lanka officials to win contracts, especially those related to mega development projects in Hambantota.

"It is likely that corruption and political patronage are significant factors playing into the focus on Hambantota.  Often when Chinese companies win contracts, their success is due in part on their widespread distribution of graft to senior Sri Lankan government officials.  While it is currently unknown to what extent President Mahindra Rajapaksa is involved in Hambantota development, it seems logical that his hand is also out when commercial enterprises, especially the Chinese, jockey for contracts and projects."

The embassy cable also notes:

"There has not yet been private investment in the Hambantota Region, which could be a hard sell.

"Hambantota is located in the rural south, far from Colombo, there are no significant industrial industries nearby, so at least initially Hambantota will not benefit from local exports and imports.

WikiLeaks has again begun accepting credit card donations, a company affiliated with the secret-spilling site said Thursday.
Andreas Fink, the chief executive of Icelandic payment processor DataCell, told The Associated Press that Visa and MasterCard were again processing payments to WikiLeaks after a seven-month hiatus.
Fink claimed the move as a tacit admission of guilt from the credit card companies, but it may well have been accidental.

Visa Europe spokesman Simon Kleine told AP that processing the payments was "not something that we've sanctioned" and that the company was investigating. An email and phone calls seeking comment from MasterCard were not immediately returned.
Visa and MasterCard pulled the plug on the company, DataCell ehf, in early December, shortly after WikiLeaks began publishing about 250,000 U.S. State Department cables. But Fink said Thursday that card services had been restored — saying that lawyers had made sure of it by making test donations.

WikiLeaks founder Julian Assange has decided to give Mastercard a taste of their own medicine by spoofing the credit card company's signature ‘priceless’ advertisements.
MasterCard is one of the major credit card companies that is blocking over 15million dollars in donations to the web-based whistleblower group.
Now, Assange has hit back in the minute-long video, which lists the group's expenses as it defends itself from challenges, the Daily Mail reports.
