A US embassy cable just leaked by whistleblower Wikileaks has revealed that the US believed Chinese were bribing Sri Lanka officials to win contracts, especially those related to mega development projects in Hambantota.

"It is likely that corruption and political patronage are significant factors playing into the focus on Hambantota.  Often when Chinese companies win contracts, their success is due in part on their widespread distribution of graft to senior Sri Lankan government officials.  While it is currently unknown to what extent President Mahindra Rajapaksa is involved in Hambantota development, it seems logical that his hand is also out when commercial enterprises, especially the Chinese, jockey for contracts and projects."

The embassy cable also notes:

"There has not yet been private investment in the Hambantota Region, which could be a hard sell.

"Hambantota is located in the rural south, far from Colombo, there are no significant industrial industries nearby, so at least initially Hambantota will not benefit from local exports and imports.

N.R. Narayana Murthy, chairman of Infosys, has argued that legalising paying bribes would help reduce endemic corruption in India.

Murthy said he fully supported proposals from economist Kaushik Basu to make paying bribes legal because this would help members of the public blow the whistle on corrupt officials.

Under Basu's proposals receiving a bribe would remain illegal.

"If bribe giving, and not bribe taking, is made legal then the bribe giver shall indeed cooperate with the authorities to expose the bribe taker," Murthy said in a speech in Ahmedabad.

"This seems to be an interesting idea and I think it should be implemented," he added.

True, presently both bribe taker and giver are prosecuted; if the bribe giver is exempt from being prosecuted, he or she would be more than willing to help Anti Corruption Bureaus to prosecute the bring takers!

VIPS LODGED in Tihar jail have started to feel at home now. Officials said not one of the high-profile inmates in Tihar has complained about the facilities or the food inside the jail. Authorities seem to be taking special care of them. All at a price.

Tihar’s jail number 4, considered by inmates as the ‘jail for the kids’ has never seen a VIP inmate of the stature of Commonwealth Games Organising Committee’s former chairman Suresh Kalmadi. Dravida Munnetra Kazhagam (DMK) MP Kanimozhi, accused in the 2G case, on the other hand, is getting the VIP treatment by default.

“Higher-ups have ordered that she be given special treatment”. Sources in the jail said the VIPs in the various jails, especially Kalmadi, are being provided facilities like no other VIP inmate has ever been provided.

The food prepared in jail number 4 is of a much better quality as compared with other jails.

Two young assistants have been ‘hired’ for Kalmadi from among the inmates. Their job is to keep his 10x12 feet cell spic and span, make sure he gets food and water of good quality on time, and take care of other errands.
