LOUISVILLE, Ky. (AP) — A man accused of breaking into a family's home in Australia and chaining a fake bomb to a teenage woman's neck as part of an extortion ploy had a court appearance scheduled Tuesday, a day after the FBI arrested him in a Louisville suburb.

Paul "Doug" Peters' capture by an FBI SWAT team is the latest in a bizarre case that began nearly two weeks ago in the wealthy Sydney suburb of Mosman.

Peters, 50, faces charges in Australia that include kidnapping and breaking and entering, said Luke Moore of the New South Wales Police. The extradition process will take about two months, authorities said.

Eighteen-year-old Madeleine Pulver was alone studying for exams Aug. 3 when a masked man broke into the house in the middle of the day, chained a device that looked like a bomb to her and left a note with demands before leaving.

Bomb technicians, negotiators and detectives rushed to the scene. Neighboring homes were evacuated, streets were closed and medical and fire crews waited nearby. Pulver spent 10 terrifying hours chained to the device before the bomb squad was able to free her. She was not hurt, and the device was later found to contain no explosives. Australia's prime minister said the event resembled "a Hollywood script."

Police say a note had been attached to the device, but they haven't released details of what it said.

Moore flew from Sydney to Louisville for the arrest, but would not go into detail about what led police to Peters.

A Nepali man, believed to be in his early 40s, has been arrested from capital city Kathmandu on the suspicion that he had links to this month's serial blasts in India's business capital Mumbai which killed 24 people and injured nearly 150, Nepal's official media said.

Mohammad Zahir, a resident of Sarlahi district in Nepal's Terai plains near the Indian border, was arrested by Nepal Police's anti-terrorism cell on the basis of intelligence reports, the state-run Gorkhapatra daily reported on Tuesday.

The man was said to have been conducting suspicious activities from his rented apartment in Baluwatar, an upmarket area in the capital where the official residence of the prime minister is located.

He was found to have had phone conversations about the Mumbai blasts as well as sent text messages on his mobile phone, the daily said.

It said Zahir was arrested last week but the news was kept secret. Currently, he is in police custody.

Groping for a breakthrough four days after the triple blasts, police on Sunday prepared a sketch of a suspect even as the brother of an alleged Indian Mujahideen (IM) member died in a hospital in Mumbai after being questioned on Wednesday’s explosions.

Widening the probe, police teams also fanned out to seven States to get definite leads in a desperate hunt for the bombers of the July 13 terror attack that left 19 dead and oover 130 injured.

A senior ATS official said the sketch of the suspect in the serial blasts based on eyewitness accounts has been prepared.

“The sketch of the suspect is ready. It will be circulated among the select and top investigating officials It will not be released to the public,” he said.

Faiz Usmani, brother of Afzal Usmani, who is currently lodged in jail for his role in the 2008 Gujarat blasts, died at 1.30 a.m. on Sunday while he was undergoing treatment for hemiparesis and hypertension at the Lokmanya Tilak Hospital, doctors said.

Two days after three explosions rocked Mumbai, Central Intelligence agencies, which have been examining various theories, suspect that a new module of the Indian Mujahideen called Bullet 313 may have carried out attack.

However, Home Secretary R.K. Singh on Thursday said no particular group has been zeroed in on as yet.

Though the Union home ministry has said that there were no specific intelligence inputs warning of the blasts, officials from Central agencies including the RAW and IB say they had received inputs earlier about formation of a new module of the terror outfit.

IB sources said they had, last year, received information about the formation of Bullet 313, and they also had the names of its operatives. “It is likely that this outfit may have carried out Wednesday’s blast,” the source said.

He added that the agency had also identified three alleged cadres handling Bullet 313, and the IB had also prepared a detailed report about it. Meanwhile, two international calls — one from United Arab Emirates and one from Saudi Arabia — are under the IB’s scanner. These calls were intercepted by the Central agencies on the night of blasts.
