Black Money in Swiss banks mainly from India
Indian money from in Swiss banks any other nationality. We have proof regarding these names, amount, and name of bank which we got from Rudolf Elmer we have 2000 names in the two discs the major share is from India. The source of income is from project hedge, From illegal share in stock market, drug deal, fake project the depositsin Swiss bank was started from early 1970s. The Indian government needs to be more aggressive in tracking the black money stashed in foreign banks since Indians depositing money in foreign banks is debasing the rupee. Deposits of Indians in Swiss banks have shown a steady decline over the years and had more than halved to Rs9, 295 crore last year from about Rs23, 373 crore in 2006, the government has said.

Indians accounted for 0.1302 per cent of the total amount belonging to foreigners in different Swiss banks in 2010, Finance Minister Pranab Mukherjee said in a written reply to the Rajya Sabha yesterday quoting Swiss National Bank data.

Part of the deposits in the Swiss Banks, the Minister said, "may be related to legitimate business".

As per the Swiss data, of the total Rs 9,295 crore in deposits by Indians in 2010, Rs 1,372 crore was towards fiduciary business. The deposits of Indians in the Swiss banks was Rs 23,373 crore in 2006. Amid pressure to bring back unaccounted money, India signed a protocol with Switzerland in August last year to revise the Double Taxation Avoidance Agreement (DTAA). The revised treaty, which is in the process of being approved by the Swiss authorities, will help India seek banking sector information from Switzerland.

Once the revised treaty comes into effect, India can seek bank account details for cases dating from January 1, 2011.

Details of assets and payments received by Indian citizens in several countries have “started flowing in” and are being investigated, Finance Minister Pranab Mukherjee said on Saturday.
Information about wealth stashed away in Swiss banks by Indians was expected before year-end, he said, pointing out that New Delhi had signed a Double Taxation Avoidance Treaty with Berne. It was likely to be ratified by the Swiss Parliament by September and information about tax avoidance should be available thereafter.
Information on assets and payments received by Indian citizens was under different stages of processing.
Rejecting the Opposition charge that the Centre was not serious about dealing with black money, Mr. Mukherjee told PTI that while previous governments, which included those under the BJP, the CPI and other Opposition parties, had done nothing, the United Progressive Alliance regime launched a five-pronged strategy.
Besides creating an appropriate legislative framework, the government started renegotiations with 75 countries to get more information. Negotiations had been completed with 53 countries or jurisdictions.
According to the latest estimates available, the Directorate of International Taxation had collected Rs. 33,784 crore in taxes from cross-border transactions in the last two financial years. In a large number of specific cases, information had been obtained under the Double Taxation Avoidance Agreements (DTAAs).

New Delhi: The UPA government may have gone into overdrive on the black money issue but it has so far failed to use a Swiss tax provision that will allow India to not just estimate how much money its citizens have illegally stashed away in bank accounts in Switzerland but to also earn revenue from them.


The Swiss authorities are unwilling to make these secret accounts public and will only provide foreign governments with details if they can prove an individual account is linked to illegal activity back home. This is an impossibility, since nothing is known about those accounts to begin with. However, Switzerland is prepared to share with foreign governments a portion of the tax levied on the interest that these foreign account holders earn, thereby opening a small window onto a hitherto hidden room.

The European Union was the first to seize this opportunity. Under an agreement between the EU and Switzerland that came into force in 2005, personal savings accounts held by EU nationals in Swiss banks are subject to a retention tax on interest income. Under the agreement, 75 per cent of the revenue so generated is transferred to the respective EU member state governments while the rest is allocated to Switzerland for associated expenditures. Currently, only individual personal accounts are covered, which is seen as a major drawback. The EU is now pressurising Switzerland to extend its provisions to assets other than such bank accounts also.

A very good and practical proposal.  Is UPA upto it?
