President Pratibha Patil on Saturday expressed concern over increasing cost of litigation and asked the lawyers fraternity to fully support free legal services via Legal Aid Cells to the poor.

"Court fees and high fees of lawyers make legal services unaffordable for many. These aspects need consideration. ...Several steps to make free legal service available for the poor ...have been taken.”

"Legal Aid Cells, however, require the full support of the legal fraternity," Patil said while addressing the Golden Jubliee celebrations of the Karnataka State Bar Council.

Approaching a court remains a daunting task for many, since navigation through the legal processes is not only complex but also expensive, she said.

The President also asked lawyers to find time to provide legal services to the vulnerable and the poor.

Stressing on the need to set up village-level courts, Patil said: "We should also move forward decisively to establish Gram Nyayalays at the grass roots level. This would provide access to justice at their doorsteps."

Such Gram Nyayalayas would also address many difficulties of the rural population, in particular, commuting to and from courts, she added.

A farmhouse and gold jewellery worth Rs.31 lakh are listed among Rs.2.5 crore worth of assets of President Pratibha Patil, the first Indian head of state to make the information public.

After a Right To Information (RTI) query, Patil - the country's first woman president - gave a detailed statement of the immovable and movable assets she held till March 31 this year.

Any common citizen can access the information on presidentofindia.nic.in/assets.html. It was uploaded July 15, official sources say.

The list of assets put up on the president's website mentions a house, a farmhouse in Amravati, Maharashtra, and agricultural plots.

In movable assets, she has listed market investments and her bank balance.

She has 1,750 gm of gold jewellery worth Rs.3,106,250 and 1,350 gm of silver articles and utensils worth Rs.69,134.

The president's decision comes after an RTI query filed by Subhash Chandra Agrawal, an RTI activist, seeking details of assets owned by the president and her family members and steps taken to place them on the website.

Amid growing concern over the problem of black money, President Pratibha Patil today said the war against the menace should be fought through domestic and cross-border measures.

The President, while addressing the concluding ceremony of celebrations for 150 years of the Income Tax Department, also made a strong case for tightening laws to book tax evaders.

"The war against black money has to be addressed both domestically and through cross border measures," she said, adding the efforts to enhance global cooperation need to continue.

"There has to be continued (cooperation) through appropriate agreement on tax information exchange, and on mutual cooperation between countries to track down evaders taking shelter in other jurisdictions", she said.

On the domestic front, Patil said: "Fostering of an environment of voluntary compliance will help. There is also need for putting in place measures, through laws and procedures, to ensure that recalcitrant tax evaders are brought to book".

New Delhi:  Solicitor General Gopal Subramaniam met President Pratibha Patil today. This comes a day after, in a surprise move, Mr Subramaniam offered to resign.

The top law officer's offer to resign came after the government asked a private lawyer to defend the Telecom Minister in the 2G case in Supreme Court. Sources say this upset the Solicitor General as the government's law officers were not asked to the minister.

Subramaniam is said to have felt slighted by the move, sources said.

Accusing the UPA government of attacking civil liberties, a delegation of BJP-led NDA met President Pratibha Patil to demand convening of a special session of Parliament to discuss the issue of black money and police action against Baba Ramdev and his supporters.

A delegation of NDA leaders led by BJP Parliamentary Party Chairman L.K. Advani met the President and handed over a memorandum demanding immediate convening of a special session of Parliament and passage of a resolution declaring the ill-gotten money stashed away abroad as national asset.

The memorandum said in the special session, the opposition wants to “compel” the government to explain its “brutal action against peaceful protesters and apologise for this attack on civil liberties and democratic rights”.

01)  Is NDA still functioning, or is it simply BJPs delegation?

02)  As if it were in her powers to convene such session.

03)  If such Parliament session were to convene again, they would stall all proceedings, while our JPC King would demand the constitution of a few more JPCs for this and that.

04)  And finally coming to 

“shielding and protecting” the corrupt, it applies to BJP too unless, they treat BJP government in Karnataka to be a non-BJP government!

• Ending months of uncertainty, President Pratibha Patil has rejected the city Lokayukta's recommendation to sack Delhi PWD Minister Raj Kumar Chauhan for his alleged involvement in protecting a leading resort in a tax evasion case.
  The Home Ministry on Wednesday conveyed decision of the President through a letter to Lokayukta Justice Manmohan Sarin who indicated his deep disappointment over rejection of his recommendation, saying such reverses are expected when moral values are sought to be enforced.
  "The President has not accepted the findings and recommendations made by the Lokayukta against Chauhan," the Home Ministry said in the letter.
  With due respect the office of the President of India, I strongly feel that barring granting of clemency to the convicts, whose death sentence are confirmed by the Supreme Court, all other 'powers to pardon' from the President must be revoked, through a constitutional amendment.
  Otherwise, the party in power would always recommend their cronies to be excused and the President wouldn't have any choice than to oblige.
  At this rate of exonerations, 1 million Lokpals will not be able to do any good to the country!
