A recent raid of a Maoist campsite in Chhattisgarh’s coal-rich Raigarh district has prompted speculation that the guerilla force is seeking to expand its operations in the State’s northern districts. While no casualties were reported by either side, the police claim to have recovered improvised explosive devices (IED), Maoist literature, and food supplies from the camp site.

While Raigarh has no history of Maoist violence, the rapid expansion of thermal power projects and coal mines has resulted in large-scale land acquisition and displacement of tribal and non-tribal populations. Police sources said the Maoists could seek to tap into tribal unrest and demand protection levies from private corporations to finance their battle against the State.

The Communist Party of India (Maoist) is a banned insurgent group committed to the overthrow of the Indian state through armed revolution.

“A joint team of the Chhattisgarh Armed Force and the STF [Special Task Force] raided a Maoist camp in the Gumerda forests near the Orissa border in the early hours of Tuesday morning,” said Raigarh Superintendent of Police, Rahul Sharma. Mr. Sharma said a team of 25 to 30 Maoist fighters had crossed over from Orissa’s Bargarh district on a reconnaissance patrol when they were accosted by the police.

Sources said the party had recently formed a Bargarh-Mahasamund Divisional Committee that reports to the larger Dandakaranya Special Zonal Committee (DKSZC). With operations in Chhattisgarh’s five southern districts and parts of the Gadchiroli district in Maharasthra, the DKSZC is one of the most active Maoist divisions; its cadres have killed 55 policemen this year in Chhattisgarh.

Groups like PUCL are cogs of democracy

The task of forging solidarities to fight against repression by the State must begin with a spirited defence of civil liberties

THE PEOPLE’S Union for Civil Liberties (PUCL) may be banned in Chhattisgarh soon. Flogging the old and almost dead horse of the organisation supplying arms to Maoists, the state’s Home Minister Nanki Ram Kanwar has been threatening to invoke the Chhattisgarh Special Public Security Act against it. Is this simply the bluster of a frustrated minister whose government couldn’t keep a good doctor in jail despite its best efforts? Will the banning of PUCL be an act of sweet revenge for the Raman Singh government or will it be the final push against the voices of opposition that rose in defiance to the state’s genocide against its own people in the form of Salwa Judum?

Given the state government’s record — the tearing down of Vanvasi Chetna Ashram (VCA) houses and huts, the hounding of Himanshu Kumar, the arrest of VCA activists Kopa Kunjam and Sukhnath Oyame, and of course the sedition case against Binayak Sen being cases in point — there is all likelihood of the ban being pushed through sooner than later. There are reports that the Special Intelligence Branch of the Police (SIB) has already begun the process of collecting detailed reports on the various activities of the organisation from all the 18 districts of the state, along with suggestions to impose a ban.

Such actions throw up a very important question. Why do our governments fear these activists? When democracy is reduced to five-yearly rituals — and Parliament and state Assemblies are the only legitimate arena of politics — dissent can only be criminal. Or at best, decorative. PUCLs can be the pretty props of Indian democracy. Their purpose is largely ornamental, adding to themela and mélange of the biggest democracy of the world. Till they begin to hold up a mirror to the grisliness of the Indian State. Hollowed out of all real meaning, democracy is a bare shell, bereft of justice and security of life and livelihood

• In yet another attack, 10 policemen were killed and four sustained injuries in a powerful landmine blast triggered by Maoists in Chhattisgarh's restive Bastar region, police said on Friday.
  The blast took place in a forested area around midnight Thursday near Katekalyan in Dantewada district, over 400 km south of Raipur.
  It was the second Maoist attack in the state within a day after the rebels gunned down five policemen in Bastar's Narayanpur district Thursday morning.

Our Security Forces needs jungle warfare training to counter the Naxalite menace.
