Concerned over its frequent use by terror groups in making bombs, the government has declared fertilisers having more than 45 per cent of ammonium nitrate as an explosive substance.

In a gazette notification, the government has declared ammonium nitrate as explosive under the Explosive Act 1884.

“... the central government hereby declares that Ammonium Nitrate or any combination containing more than 45 per cent of Ammonium Nitrate by weight including emulsions, suspensions, melts or gels shall be deemed to be an explosive,” a notification of Department of Industrial Policy and Promotion (DIPP) said.

After security agencies have found the substance used by several terror groups to carry out blasts in India, the government has decide to control availability of ammonium nitrate. The substance may soon be brought under the Explosive Substances Act, to regulate its use.

Even as police forces and security agencies have been calling for measures to check misuse of the chemical, Home ministry officials said that a bill to bring ammonium nitrate under the purview of the act is likely to tabled in the parliament during the monsoon session.

This they should have done long back, as Ammonium Nitrate being a cheap fertiliser, it is available in ample quantities everywhere and terrorist using it in their bombs.

Ammonium nitrate, which is commonly used as a fertiliser by farmers all across the country, has been the most sought-after explosive material for the terrorists, especially the Indian Mujahideen in the recent times.

The material, mixed with fuel such as diesel, was used in bombs that exploded in Bengaluru, Ahmedabad and New Delhi in 2008.

Easily available and comparatively less dangerous to handle, ammonium nitrate has become a replacement for the dreaded RDX.

The ammonium nitrate-fuel oil (ANFO) mixture is dried well before it is packed in the containers. Unlike RDX, strong ignition is needed to propel the explosion of the IEDs that use ANFO.

The container is filled with iron balls and shrapnels such as nails and glass pieces, which will act as missiles during the blast.

I think we can Control this cheap fertiliser and also ensure that there are no leakages of it!

At least 17 people died in the coordinated terror attack in Mumbai the day before, Home Minister P. Chidambaram said on Thursday, asking people not to speculate on those responsible behind it. He also admitted that there were no intelligence inputs about the triple blasts.

He said 131 people had been taken to 13 hospitals with injuries - of which 26 were discharged, 82 were stable and 23 were serious. He said one severed head was also found at the site, which could take the death toll to 18.

"There was no intelligence input to central or state intel agency regarding yesterday's blast - it was unfortunate," Chidambaram said at a press conference here after visiting the blast sites with Maharashtra Chief Minister Prithviraj Chavan.

"I request you all, do not speculate. I advise the Maharashtra government not to proceed with pre-suppositions or assumptions," the home minister said, adding that the people of Mumbai had responded 'splendidly'.

According to Chidambaram, the sites had now been cordoned off and the state and central-level teams would continue to work to determine the nature of the explosives. "But it was not a remote trigger blast."
